Guangdong makes much headway in coordinated regional development

Since 2018, Guangdong has made remarkable achievements in the "One Core Region, One Belt and One Area Initiative". As the core region of the Pearl River Delta continues to enhance its development momentum, the Coastal Economic Belt has been better underpinned by its industries and the Northern Ecological Development Area has the increasingly salient advantages of green development.

The remark is from a press conference on the "One Core Region, One Belt and One Area Initiative" held on June 13.

Regional development gap gradually narrowed

"While giving full play to the main advantages of each region, we focused more on their coordinated development, thus achieving a more balanced regional development at the provincial level," said Zhu Wei, deputy director general of Guangdong Provincial Development and Reform Commission and executive deputy director of Guangdong Provincial Office of the Leading Group for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area.

Since the launch of the 13th Five-Year Plan in 2016, the average annual GDP growth rates of the east wing of the coastal economic belt (Shantou, Shanwei, Chaozhou and Jieyang), the west wing of the coastal economic belt (Yangjiang, Zhanjiang and Maoming), and the five cities (Shaoguan, Meizhou, Qingyuan, Heyuan and Yunfu) in the northern ecological development area were 2.1, 1.2 and 1.5 percentage points higher than that of the Pearl River Delta region respectively.

The per capita disposable income in the east and west wings of the coastal economic belt and the northern ecological development area increased from 16,844 RMB to 27,191 RMB, up by 61%.

Infrastructure connectivity enhanced across the board

The transport infrastructure network and layout has been constantly enhanced, with every city in the province accessible by high-speed railways for the first time in history.

So far, the railway mileage of Guangdong has reached 5,278 km, among which the high-speed railways account for 2,367 km, ranking among the top provinces in China.

In 2020, the total length of expressway in the province exceeded 10,000 km. By the end of 2021, it had surpassed 11,000 km.

Access to basic public services greatly improved

Through setting the basic public service standards, a system covering 104 items in 10 fields was built up.

In addition, quality educational and medical resources were tilted towards eastern, western and northern Guangdong, making a historic full coverage of undergraduate universities, higher vocational colleges, technician colleges and high-level hospitals in all 21 cities.

According to the statistics, the per capita general public budget expenditure in the coastal economic belt and northern ecological development area increased from 6,789 RMB to 9,044 RMB from 2016 to 2021, with an annual growth rate of 5.9%.

Coordinated development mechanism constantly promoted

The synergy between the "Two Cores (Guangzhou and Shenzhen) + Two Sub-centers (Shantou and Zhanjiang)" was strengthened and the paired-up assistance mechanism in the province were deepened.

Furthermore, Guangzhou-Foshan urban integration in all areas and Guangzhou-Qingyuan integration were advanced, and the construction of major regional cooperation platforms, such as, the Shenzhen-Shanwei Special Cooperation Zone and the Guangzhou-Qingyuan Economic Special Cooperation Zone was accelerated.

In the future, Guangdong will press ahead with the "One Core Region, One Belt and One Area Initiative" and achieve coordinated regional development at a higher level and of higher quality.
