Vietnam, Guangdong hold meeting on bilateral economic cooperation

The 8th Vietnam-Guangdong Cooperation and Coordination Meeting was held in Guangzhou and Hanoi in an online format on June 29, during which both sides explored potential business sectors for cooperation and pushed forward bilateral partnership under the Regional Comprehensive Economic Partnership (RCEP).

PHAM QUANG HIEU, Vietnamese Deputy Foreign Minister, said Guangdong has long been the biggest trade partner of Vietnam in China. Both sides have maintained close exchanges and seen increased cooperation over recent years, especially in epidemic prevention and control. He expressed gratitude to Guangdong for the medical supplies and equipment it donated during the pandemic.

According to the statistics released at the meeting, the trade volume between Guangdong and Vietnam increased 9.1 percent to 307.2 billion RMB in 2021, taking up one fifth of the national total. 32 manufacturing enterprises including 29 Chinese-funded enterprises have settled in the China-Vietnam (Shenzhen-Haiphong) Economic and Trade Cooperation Park, most of which landed after the 7th Vietnam-Guangdong Cooperation and Coordination Meeting in 2019.

PHAM suggested, “Vietnam and Guangdong could further boost trade volume of fruits, agricultural products and aquatic products under the RCEP. We also invite Guangdong counterparts to participate in the infrastructure construction of Vietnam and vow to bring convenience to their investment. Now that the two sides maintain close industrial partnership, we could better transportation through train, shipping and commercial airlines.”

Wang Xi, Vice Governor of Guangdong, highlighted the cooperation potential through SMEs and sister-province relationship.

Wang suggested four aspects to further cooperation, saying, “We could enhance cooperation on industrial chains, cross-border e-commerce, business environment and business partnering events under the RCEP. In addition, we should seize opportunities brought by strategic plans of both sides such as China’s Guangdong-Hong Kong-Macao Greater Bay Area and Vietnam’s ‘Two Corridors and One Economic Circle’ plan and to deepen cooperation in trade, services, logistics, processing and manufacturing, finance as well as technological innovation, especially between SMEs.”

He expects a variety of people-to-people activities in the fields of education and tourism while strengthening government-to-government communication to maintain the sustainable, stable and healthy partnership between China and Vietnam.

Li Jing, Director of Guangdong Economic and Trade Office in Southeast Asia of Guangdong Commerce Department, said leading Guangdong brands such as TCL and EVERGREEN in the fields of electronics, fisheries and rubber manufacturing have landed projects in Vietnam. He shed light on the ways for Guangdong and Vietnam to further economic and trade cooperation with the implementation of RCEP.

“Guangdong Commerce Department will facilitate the import and export of competitive products of both sides through pilots areas for RCEP such as Zhanjiang, Jiangmen. We will push forward bilateral investment and cooperation through platforms like the China-Vietnam (Shenzhen-Haiphong) Economic and Trade Cooperation Park as well as various international exhibitions. Last but not least, we will organize more exchanges on cross-border e-commerce.”

Yang Shupeng, Director of SME Bureau of Guangdong Industry and Information Technology Department, elaborated that the number of SME grew to more than 147.6 million in Guangdong.

“SMEs contributed to 50 percent of GDP, 70 percent of the technological innovation and 80 percent of the employment in the province. We suggested that we could tighten communication between governments and enterprises of both sides while making good use of platforms such as China International Small and Medium Enterprises Fair to promote investment and cooperation between SMEs of both sides,” Yang said.

The meeting was attended by Guangdong officials from Guangdong Foreign Affairs Office, Guangdong Agricultural and Rural Department, Guangdong Culture and Tourism Department, China Council for the Promotion of International Trade (Guangdong) and Guangdong Federation of Commerce & Industry as well as Vietnamese officials from the Consulate General of the Socialist Republic of Vietnam in Guangzhou, the Ministry of Planning and Investment, Ministry of Industry and Trade, Ministry of Education and Training, Ministry of Transport as well as government departments of Hanoi, Ho Chi Minh, Haiphong and Quang Ninh.
