From January 21 to 23, the delegation of the Canadian province of British Columbia headed by Governor Horgan visited Guangdong. This was Governor Horgan's first visit to China and he had chosen to start his tour in Asia from Guangdong. On the afternoon of January 22, Governor of Guangdong Ma Xingrui met with the BC delegation.

On behalf of Guangdong Province Party Committee and Guangdong People's Government, Governor Ma welcomed warmly Premier Horgan and his entourage and made a brief presentation of the latest economic and social development in Guangdong. Ma expressed that as sister provinces, Guangdong and BC  have established longstanding and deep friendship as well as extensive two-way communications. Ma pointed out that Guangdong is a major export province in China with a large population size while BC province is rich in natural gas resources and boasts internally excellent standard in higher education, as a result, both sides have great potential for future cooperation in the development of diverse fields such as clean energy, education and modern manufacturing. Ma hoped that BC would seize the opportunities offered by the Guangdong-Hong Kong-Macau Great Bay Area Initiative to promote further cooperation with Guangdong in trade, industry, aerospace industry, agriculture, education, culture and tourism.

Premier Horgan said that BC cherishes the traditional ties with Guangdong and hopes to deepen cross-border communication. He also looked forward to more cooperation between the two provinces in various fields to the mutual benefit of peoples on both sides.

During their stay in Guangdong, the BC delegation also participated in the GD-BC Joint Round Table Discussion on Low Carbon Economy and a tourism promotion event. The delegation also visited Guangdong Provincial Museum, the Chen Clan Ancestral Hall as well as other cultural attractions in Guangdong.
