GD & Macao to achieve greater convenience in free flow of people in GBA

On November 5, Guangdong and Macao signed three cooperation agreements on social security services, "one test, multiple certificates" talent evaluation model, and vocational skilled talent evaluation, further strengthening the exchanges and cooperation in human resources and social security between the two places.

To promote the flow of innovation elements in the GBA

Guangdong has established an innovation and entrepreneurship incubation base system for the youth in Hong Kong and Macao (“1+12+N” system), with the Guangdong-Hong Kong-Macao Greater Bay Area (Guangdong) Innovation and Entrepreneurship Incubation Base as the leading force, 12 key bases as the backbone, and 57 special bases in the Pearl River Delta as the foundation. The system has incubated 2,394 projects and employed 3,455 young people from Hong Kong and Macao. Since last year, various public institutions in Guangdong have attracted more than 1,000 applicants from Hong Kong and Macao.

In terms of social security cooperation, Guangdong and Macao have promoted the convergence of systems and rules as well as the“Bay Area Social Security Service” program. At present, 62,700 Macao residents have been covered in endowment insurance, unemployment insurance and employment injury insurance in Guangdong, with more than 61,300 valid social security cardholders.

To facilitate Hong Kong and Macao residents in getting and using social security cards, Guangdong has set up 976 card issuing outlets, of which 625 are in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), basically covering all cities, districts and counties. Hong Kong and Macao residents can apply for the card at the nearest domestic outlets.

In addition, Guangdong has implemented a "one test, multiple certificates" talent evaluation model, which means that talent from Hong Kong and Macao can obtain several certificates at the same time after passing one vocational qualification in Guangdong, and up to now, 3,169 professionals have obtained mainland practice qualifications. The Human Resources and Social Security Department of Guangdong Province also organized national vocational qualification examinations for about 5,000 people in Macao, providing high-quality and convenient services for local residents.

Furthermore, Guangdong has developed the expedited arbitration service model for labor disputes in line with Macao and promoted the construction of three expedited arbitration service stations in Hengqin, Pazhou and Qianhai.

Cooperation to be strengthened in employment, social security, talent and governance

Guangdong and Macao will work together to promote cooperation in employment, social security, talent and governance to benefit the people as well as the economic and social development of both places.

The two regions will further improve "1+12+N" system, jointly build a service system of "incubation - investment - acceleration - listing guidance", and support employment and entrepreneurship exchange activities to attract more young people from Hong Kong and Macao to work and start businesses on the Chinese mainland.

At the same time, the integration of social security services will be accelerated. Guangdong will make use of Hengqin's advantages to introduce Macao's social security services, improve the cooperation of verifying proof of life for people from Guangdong and Macao, and provide online and offline services to deepen the cross-border application of social security card financial services.

Guangdong will carry out the pilot project of direct recognition of skilled vocational qualification certificates of Macao, and advanced vocational skill standards with the curriculum content of Macao, international society will also be introduced.

What's more, Guangdong and Macao will also build a harmonious labor relations demonstration area, develop information exchange mechanisms and mechanisms against malicious arrears of wages and evasion. The province will strengthen the alignment of labor security supervision as well as mediation and arbitration rules between the two places, thus building a world-class business environment and a harmonious and stable employment environment.
