Fellow Deputies,

On behalf of the Guangdong Provincial People’s Government, I will now report to you on the work of the government for your deliberation and approval. I also invite comments from the members of the Guangdong Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) and other attendees of the session.

I. Review of the Work in 2021

The year of 2021, a milestone in the history of the Communist Party of China (CPC) and the Chinese nation, is bound to be recorded into the annals of the history. It is also a year of great significance for the reform and development in Guangdong. The CPC Central Committee with Comrade Xi Jinping at its core, uniting and leading the Chinese people of all ethnic groups, solemnly celebrated the 100th anniversary of the CPC, successfully held the 6th Plenary Session of the 19th CPC Central Committee, won the battle against extreme poverty, built a moderately prosperous society in all respects as scheduled, realized the First Centenary Goal and fully set out on a new journey toward the Second Centenary Goal of building a modern socialist country. General Secretary Xi Jinping has always attached great importance to the development of Guangdong and personally planned, deployed and promoted the Guangdong-Macao In-Depth Cooperation Zone in Hengqin and Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, following the launch of the Guangdong-Hong Kong-Macao Greater Bay Area, Shenzhen Pilot Demonstration Area of Socialism with Chinese Characteristics and the comprehensive pilot reforms in Shenzhen. His excellency also sent congratulatory letters to the 130th session of the Canton Fair and the Greater Bay Science Forum 2021, and delivered video addresses at the opening ceremonies of 2021 Understanding China Conference and Imperial Springs International Forum. His excellency made a series of important remarks and instructions on the work of Guangdong, endowing the province with great opportunities and missions.

Last year, we kept the entrusted missions and tasks in mind and strode forward with concrete efforts. With the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we earnestly executed the decisions made by General Secretary Xi Jinping and the CPC Central Committee, and fulfilled tasks assigned by the State Council. Under the leadership of the CPC Guangdong Provincial Committee, and under the supervision and support from the Guangdong Provincial People’s Congress and its Standing Committee and Guangdong Provincial Committee of CPPCC, we completely, accurately and fully applied the new development philosophy, and earnestly implemented the “1+1+9” Work Plan made by the CPC Guangdong Provincial Committee. The working methods of “Extensive Study, Intensive Investigation and Effective Implementation” were applied in our efforts to create strategic pillars for the new development paradigm and to achieve quality development. We shouldered new responsibilities and achieved new results in social and economic development. Guangdong’s GDP in 2021 reached 12.4 trillion Yuan, an increase of 8% year-on-year. Dongguan became the 4th city whose economic aggregate has exceeded one trillion Yuan in Guangdong. The general public budget revenue was 1.4 trillion Yuan, an increase of 9.1%; the total value of import and export exceeded eight trillion Yuan, an increase of 16.7%; the added value in financial sector was more than one trillion Yuan. We successfully completed the major tasks set by the 4th Session of the 13th Guangdong Provincial People’s Congress, making a good start for the 14th Five-Year Plan.

Firstly, we put protecting the people and human life above everything else, applied the general strategy of “Constant Vigilance against Imported Cases and Domestic Resurgences” and the general principle of “Dynamic Zero-case”, and consolidated the defense line against the coronavirus through routine epidemic prevention and control. With the provincial epidemic-prevention mechanism aligned with the national one, the command system has always been active and functioned efficiently. Epidemic prevention measures were adjusted and improved according to changes in circumstances. We won the first battle against the Delta variant within the shortest period of time and promptly and effectively stamped out local outbreaks in Guangzhou, Shenzhen, Dongguan and Foshan, successfully preventing COVID-19 from spreading to other provinces, particularly to Beijing, the capital of China. We prioritized the prevention of imported cases by closely tracing and tracking mobility of aviation, land ports, shipping ports and passenger-and-cargo transportation, building a whole chain of prevention stretching from the “national gate” to the “doorstep”, and optimizing the joint-prevention mechanism between Guangdong and Hong Kong SAR and between Guangdong and Macao SAR. We strictly executed all measures aiming at preventing domestic resurgences by carrying out nucleic acid tests, strengthening sentinel surveillance, managing quarantine affairs, enhancing community prevention, and providing medical treatment and rescue on a continued basis. We have achieved full vaccination for 94% of the eligible population. A solid defense line composed of the mass and the public was built for epidemic prevention and control. Medical staff, public security officers, community workers, volunteers and people across the province all made great efforts to register hard-gained achievements in epidemic prevention. Shenzhen, Zhuhai and Zhongshan are now going all out to deal with sporadic cases of COVID-19. I would like to extend my highest respect and heart-felt thanks to each and every one.

Secondly, we made concrete efforts to develop the Guangdong-Hong Kong-Macao Greater Bay Area and Shenzhen Pilot Demonstration Areatook a stable step forward to promote development of Hengqin and Qianhai Cooperation Zones, so that the whole province could advance the reform and opening up at a higher starting point with greater resolve. Building the Greater Bay Area is taken as the key link to tighten Guangdong’s connection of rules and mechanisms with Hong Kong and Macao SARs. We carried out the Wan Qu Tong Initiative (the Greater Bay Area Connectivity Initiative), and major reforms including Guangzhou Futures Exchange, pilots of cross-border wealth management business, the first catalogue of Greater Bay Area standards, and the first bar exam for Greater Bay Area were launched. Infrastructure connectivity and “Greater Bay Area on Rail” was accelerated and Qingmao Checkpoint, a new corridor between Guangdong and Macao SAR, was officially opened. We made full efforts to build Shenzhen as a pilot demonstration area with 22 supportive measures introduced by the provincial government. Most of the first 40 authorized matters in the Shenzhen pilot comprehensive reforms were implemented and promoted nationwide. The first 27 major projects and cooperation projects in seven major areas facilitating Guangzhou-Shenzhen coordinated development are progressing as scheduled. We earnestly promote development of Hengqin and Qianhai Cooperation Zones, underpinned by several supportive measures introduced at the provincial level. The Management Committee, Executive Committee and Dispatched Agencies of the CPC Guangdong Provincial Committee and the People’s Government of Guangdong Province were established and are now functioning. The management institution in Qianhai Cooperation Zone was optimized. The reform of “Separating Permits from Business License” and “One License for All Matters” were promoted. Businesses relocating within the province could complete regulatory procedures at one location; setting up businesses and accessing approval for engineering projects are all processed on one single platform; and properties can be registered in any place within the province. Guangzhou and Shenzhen are among the first pilot cities for innovation in business environment. We conducted a new round of institutional reform for budget management, took the lead to run pilots of non-implicit debts across the province so as to clear all such existing debts as scheduled. We accelerated digital reform of government affairs, put in place government affairs cloud and network on both provincial and city-level, as well as city government affairs big data center. Services provided by the Yue (Guangdong) Platforms were further expanded while trans-provincial procedures and the “One Platform for Overall Administration” both recorded landmark achievements. Guangdong successfully held the 1st Digital Government Summit, and its capability of providing integrated government services ranks first for three consecutive years among all the provinces in China. 

Thirdly, we implemented the strategy of expanding domestic demand, vigorously promoted high-quality development of trade, and strengthened the capability of facilitating domestic circulation and connecting the domestic and international circulations. Giving a full play to investment, we supported “Two New Types and One Major” (referring to new types of infrastructure and urbanization and major projects). Investment into key projects at the provincial level exceeded one trillion Yuan, and the fixed asset investment in the province increased by 6.3%. With 46,700 newly-built 5G stations, the total number rose up to 170,000, ranking first in China in this regard. The construction of infrastructure that connects places in and outside Guangdong were sped up, with every city accessible by high-speed railways for the first time in history. We have completed projects such as Ganzhou-Shenzhen High-speed Railway, Nansha Port Railway, Phase-I of Guangzhou-Lianzhou Expressway, satellite hall of Shenzhen Airport, and the expansion of shipping lanes of 300,000 tons in Zhanjiang Port. The integration of port and shipping services across the Qiongzhou Strait registered new progress. The development of the international consumption hub in Greater Bay Area and international consumption cities of Guangzhou and Shenzhen were sped up. With policies boosting consumption in urban and rural areas and new forms of consumption, the total retail sales of consumer goods increased by 9.9% whereas rural consumption and Internet consumption both grew by more than 20%. “Ten Major Projects” for high-quality development of trade were carried out. We organized the 130th session of the Canton Fair, China International Aviation & Aerospace Exhibition, China International Small and Medium Enterprises Fair and other major exhibitions both online and offline, and held over 200 events of “Guangdong Trade Worldwide” and “Guangdong Trade Nationwide”. We set up the integrated development areas driven by China (Guangdong) Pilot Free Trade Zone. We built pilot zones of cross-border e-commerce in all cities, and the scales of cross-border e-commerce and market purchasing both exceeded 300 billion Yuan. Large foreign-invested projects including hydrogen cell system facility of Hyundai Motor Group in Guangzhou were formally launched. With Phase-I of ExxonMobil Huizhou Ethylene Project and initial phase of the BASF Guangdong Verbund Site Project in full swing, foreign investment in actual use in Guangdong registered 184 billion Yuan, an increase of 13.6%.

Fourthly, we devoted greater efforts to support the real economy, eased the difficulties of enterprises and energized them by all means and facilitated the stable and sound development of market entities. We earnestly implemented the national policies of tax and fee reduction by formulating the Ten Measures to alleviate burdens on companies and fulfilling the payments to support small and medium-sized enterprises (SMEs). The newly reduced taxes and fees exceeded 140 billion Yuan. The balance of the loans to the manufacturing industry increased by 15.4%, while that of the inclusive micro-small loans increased by 32.7% . Policy-oriented export credit insurance reached USD 100 billion. We increased the supply of coal for power generation and natural gas and introduced integrated measures to reduce power generation costs borne by enterprises, which effectively addressed the mismatch between power supply and demand. We addressed the shortage of chips in such areas as automobiles, smart phones and home appliances and encouraged localized production of core components, so as to safeguard the industrial and supply chains. The collecting and distributing system at ports was improved to mitigate pressure inflicted by the rising shipping costs borne by foreign trade companies. The corporate system reform of state-owned enterprises (SOEs) was completed, and all provincial SOEs set up R&D institutions. Guangdong confirmed its equity in China Southern Power Grid. Across the province, there were 1.42 million of various market entities newly registered, making the total amount exceeding 15 million.

Fifthly, we strengthened the strategic force of science and technology, made breakthroughs in key and core technologies, carried out “Six Projects” in manufacturing industry, and further consolidated the foundation for high-quality economic development. The development of the Greater Bay Area International Center for Technology and Innovation and the Comprehensive National Science Center registered steady progress. The two major national laboratories, namely Peng Cheng Laboratory and Guangzhou National Laboratory were inaugurated, and provincial laboratories were better positioned at supporting industries and attracting talent. Five major scientific and technological infrastructure projects including Phase-II of China Spallation Neutron Source project were incorporated into the 14th national Five-Year Plan. The construction of Greater Bay Area National Technological Innovation Center, National Center of Technology Innovation for Display, National Innovation Center of the Third Generation of Semiconductor Technologies, and National 5G High-frequency Components Innovation Center were approved. Breakthroughs were achieved in R&D programs in key areas and major basic research projects in Guangdong. R&D expenditure in Guangdong is estimated to exceed 380 billion Yuan, accounting for 3.14% of Guangdong’s GDP. Guangdong has led the nation for five consecutive years in comprehensive innovative capacity, ranking first in the volume of valid patents and PCT applications, and the number of high-tech enterprises has exceeded 60,000. We implemented “Powerful Guangdong-Made Chips” Initiative, made breakthroughs in core software, established 10 billion-Yuan scale groups such as Greater Bay Area Industrial Group for Semiconductor, making Guangdong the third pillar of China’s integrated circuits industry. “Ten Measures for Investment in Manufacturing” and the mechanism of the “chain leader” system were introduced. CSOT T9 in Guangzhou, Huizhou Hengli PTA, Ningde Times Lithium Battery Manufacturing Base in Zhaoqing and other major projects were landed in Guangdong. China Electronics Technology Group Corporation (CETC) relocated its headquarter to Shenzhen, so that the number of Fortune 500 companies in Guangdong rose up to 17. A total of 20,000 industrial enterprises above designated size completed the digital transition and the added value of industries above designated size grew by 9%. The 20 strategic industrial clusters played an increasingly salient supportive role, with their added value accounting for more than 1/3 of Guangdong’s GDP. We pushed forward the layout of large-scale industrial clusters in Zhanjiang and other cities, and made solid strides in upgrading and transforming industrial clusters in rural areas and townships, thus reclaiming more than 10,000 mu of land space. Guangdong was rated A for six consecutive years in the national quality work assessment and its integrated IPR development index has been the highest in China for nine years in a row.

Sixthly, we vigorously developed modern agriculture, fully implemented the strategy of revitalizing rural areas and gathered strong momentum for the modernization of agriculture and rural areas. The total output of agriculture, forestry, animal husbandry and fishery was 836.9 billion Yuan, an increase of 9%. Grain acreage was 33.2 million mu and the total output was 12.8 million tons. The acreage, yield and yield per unit have all grown. Another five agricultural modernization demonstration zones, three national agricultural industry clusters with respective advantages, and 76 national and provincial modern agricultural parks were established. Digital, leisure and modern urban agriculture were growing fast. The “12221” Market System for Agricultural Products was effectively built, and the production and sales of lychee, pineapple and other local agricultural products were both impressive. We made more efforts to protect arable land, adding another 1.618 million mu of high-standard farmland, replanting and re-farming 859,000 mu of abandoned and uncultivated land, cultivating 52,000 mu of paddy field. We carried out the “Strong Seeds for a Strong Guangdong” project, made breakthroughs in key provenance technologies organized germplasm resource survey, and established Guangdong Seed Industry Group. We improved cold chain logistics, direct delivery and the network of agricultural materials and technologies, and built a number of field smart stations. We took actions in “Nine Campaigns Tackling Tough Tasks”. We paced up to shore up the weak links in agricultural infrastructure, rebuilding over 3,300 km of roads, reconstructing 545 dilapidated and dangerous bridges, bringing centralized water supply to another 5.25 million residents, raising the coverage of sanitary lavatories in rural areas to over 95% and connecting 11 million households to fiber-optic network. A number of demonstration projects of beautiful and habitable rural villages were built. We coordinated and pulled together over 30 billion Yuan of agriculture-related funds at the provincial level, established Guangdong Financial Alliance for Agriculture Aid, and launched Rural Rejuvenation Board in Guangdong Equity Exchange. Achievements in poverty alleviation were integrated with rural rejuvenation. We dispatched personnel to 1,127 towns and nearly 20,000 administrative villages to support local development. Guangdong has scored “Excellence” for four consecutive years in the evaluation on east-west pairing-off cooperation for poverty alleviation.

Seventhly, we coordinated and balanced regional development, providestronger policy, fiscal and project-oriented support, and made new strides in One Core Region, One Belt and One Area Initiative. We coordinated the protection and utilization of territorial space and served as the national pilot in designating “Three Spaces and Three Lines”. We introduced policies to support Guangzhou, Zhuhai, Foshan and Dongguan to pursuit high-quality development as well as Shantou and Zhanjiang to build provincial sub-centers. We formulated a package of fiscal policies for old revolutionary base areas and those with large ethnic minority population, Northern Ecological Development Area and provincial border areas in achieving faster development. The core region of the Pearl River Delta continued to enhance its development momentum, the Coastal Economic Belt was better underpinned by its industries and the Northern Ecological Development Area had increasingly salient advantage of green development. We improved the development conditions in eastern, western and northern Guangdong, building up the Han River Gaobei Water Conservancy Projects and Eastern Guangdong Water Resources Allocation Optimization, speeding up the preliminary work of water resource allocation in Beibu Gulf Rim, commencing the eastern Guangdong “One Ring One Ray” Inter-City Railway Project. In particular, the completion of Wuchuan Airport in Zhanjiang and Danxia Airport in Shaoguan greatly boosted the connectivity of western and northern Guangdong to the whole nation. We tilted quality educational and medical resources toward eastern, western and northern Guangdong, making a historic full coverage of undergraduate universities, higher vocational colleges, technician colleges and high-level hospitals in all 21 cities. We improved the paired-up assistance mechanism in the province, starting the construction of the Guangzhou-Qingyuan Economic Special Cooperation Zone and accelerated the development of Shenzhen-Shanwei Special Cooperation Zone and Shenzhen-Heyuan Industrial Co-construction Demonstration Zone in Heyuan. We made new achievements in our assistance to Tibet and Xinjiang and other the paired-up collaboration.

Eighthly, we made new progress in the tough battle of pollution prevention and control, made strong efforts to address acute ecological and environmental problems, and the quality of green and low-carbon development continued to be improved. In the campaign addressing issues related to water, air and soil, we designated river and lake chiefs and took actions to regulate illegal riverside occupation, construction, mining and waste. Another 7,658 km of sewage pipe network was built, 527 black and malodorous water bodies under the national supervision were largely eliminated and high-quality clear waterway of 2,075 km was built. 89.9% of the cross-sections of surface water examined by the national government and 90.2% of coastal and sea water were rated as excellent or moderate quality. More efforts were devoted to treating ozone pollution with a special campaign targeted at the oil refinery industry, a three-year campaign initiated to achieve high-quality development of natural gas, capacities and green development boosted for inland waterway shipping sector, 98% of public transport fueled by electricity, good and moderate AQI ratio reaching 94.3%, and the averaged PM2.5 kept at 22 μg/m3. We better defended clean soil with the daily waste processing capacity increasing by 14,000 tons and the annual hazardous wastes utilizing and processing capacity by 1.458 million tons. A differentiated ecological and environmental management system of “Three Lines and One List” has been put into place. Another 1.92 million mu of land was afforested or remediated, 693 hectares of mining areas turned green, and 250 million m2 of illegal construction area and 1,077 sites of hidden risks of geological disaster were eliminated. Nearly 40,000 households built on cut slope were dealt with. We propelled green manufacturing and clean production and accelerated the restructuring of energy mix. Another 5.49 GW of offshore wind power, 2.25GW of PV generated power and 700 MW of pumped-hydro energy storage were added.

Ninthly, we took concrete measures to make Guangdong prominent in culture, encouraged mass sports and competitive sports, and registered new progress in cultural and sports undertakings. We carried out the “Two Creative” Program on Lingnan culture. The Museum of the Third Congress of the Communist Party of China was conserved and expanded, the first list of revolutionary cultural relics in Guangdong and the first group of 39 districts of historic and cultural significance published, an action plan to protect and utilize historic and cultural heritage of Shantou and Chaozhou launched, and the development of the South China Historical Trails and the Research and Study Bases of the Education History in South China propelled. 18 projects were listed as the fifth batch of national intangible cultural heritages, and the Yanshanzhai site in Yingde was enlisted as an “Archaeological China” project, becoming the first archaeological discovery of the human settlement at the origin of Chinese civilization in Lingnan. “Three Museums in One” and other cultural projects were built with high standard, and public cultural facilities were of higher quality and yielded greater outcomes. Modern drama Deep Ocean, Guangdong Opera Red Scarfand other three works were selected to the national tour of outstanding stage art. Cultural undertaking and tourism were developed in an integrated manner with new achievements. Films, TV programs, cartoon and animation, publication, and printing bloomed and the added value of Guangdong’s cultural and culture-related industries ranked first nationwide. We accelerated the construction of sports parks and stadiums in communities, held a large number of public sports events, and provided better service to enhance public fitness. Guangdong athletes delivered outstanding performance at the 32nd Olympic Games and the 14th National Games of the PRC and the number of both gold medals and all medals they won were among the best nationwide.

Tenthly, we kept improving people’s wellbeing and carried forward the initiatives of “Safe Guangdong” and Law-based Guangdong, with people’s sense of gains, happiness and security further enhanced. Guided by the people-centered development philosophy, we carried out the program of “Delivering Services to Bring Tanglible Benefits to the People” through which we addressed the most pressing difficulties and resolved problems that were of great concern to the people. We fully completed ten tasks for the improvement of people’s wellbeing. We raised the disposable residential income per capita to 45,000 Yuan, an annual increase of 9.7%. We issued the “Nine Employment Enhancement Measures 3.0” and took “Ten Actions” to support college graduates in finding jobs or starting their own businesses. The training was provided to 3.89 million people through three projects, namely “Cantonese Chef”, “Guangdong Technician” and “Nan Yue Housekeeper”. More than 1.4 million people joined the workforce in urban and rural areas and the average surveyed urban unemployment was kept at 4.9%. We initiated a new round of projects to improve higher education with 123 disciplines ranked among the top 1% in the ESI ranking. Three universities were newly authorized to confer doctoral degree and three to confer master’s degree. Higher vocational colleges expanded their enrollment by over 100,000 students, and the gross enrollment rate for institutions of higher learning was raised to above 55%. We sped up the high-quality development of basic education, increased the public pre-school seats by 288,000, and ensured more than 85% of offspring living with rural migrant parents studied at public schools. We implemented policies to ease the burdens of excessive homework and after-school tutoring for students undergoing compulsory education (“Double Reduction”). New college entrance examination scheme was steadily implemented. We expedited the process of establishing an all-round medical and healthcare system, supported the establishment of 20 high-level hospitals and two international medical centers, and upgraded health centers and county-level hospitals. Apart from launching pilot projects for quality development of national public hospitals, we built three provincial-level epidemic treatment bases and seven international health hubs. We promoted the inheritance and innovative development of traditional Chinese medicine (TCM) and built a national comprehensive reform demonstration area for TCM. The comprehensive reforms concerning medical care, medical insurance and medicine were advanced, with wider procurement coverage of drugs and medical consumables. Medicines for outpatients with 52 common chronic illnesses such as high blood pressure and diabetes were covered by medical insurance with growing reimbursement rate, and fees of trans-city clinical treatment could be settled directly. We coordinated pension insurance for the unemployed at the provincial level, and encouraged people with flexible jobs to join basic old-age insurance, medical insurance and unemployment insurance for employees. We improved the old-age care mechanism for rural people whose lands were expropriated. We created 15-minute circles for urban senior citizens to get access to old-age care. We accelerated the establishment of supportive mechanism for the Third-Child Policy. We raised funds to complete 330,000 low-income housing projects and renovated over 1,500 old and dilapidated residential communities in cities and towns. We enhanced national defence mobilization and education, and strengthened public awareness about national defence. We fully supported the military and their families, provided employment assistance and established national demonstration service centers at all counties and townships for demobilized military personnel. We strove to advance the Peaceful Guangdong initiative to a higher level, by routinely combating organized crimes and rooting out local criminal gangs, addressing major drug-related issues, and fighting against crimes such as telecom and on-line fraud. We launched the eighth five-year plan for increasing public knowledge of law, actively promoted legal consultation and promotion services in rural areas, and handled social disputes effectively and properly through public complaint mechanism. We actively dealt with droughts unseen in many years and accelerated the construction of emergency water supply projects in case of droughts. We made breakthroughs in building a national emergency rescue center in southeast China and welcomed the presence of the United Nations Humanitarian Response Depot and Hub in Guangzhou. Based on market-oriented and law-based principles, we sought proper means to address cases related to corporate debt risks of real estate companies such as the Evergrand Group. Systematic measures were taken to mitigate safety and security risks in such areas as road transport, urban LNG network, hazardous chemicals and construction, bringing down the number of safety accidents by 17.1%. We scored A in the national evaluation on food and drug safety. Furthermore, we made solid progress in the work related to foreign affairs, overseas Chinese affairs, ethnic and religious affairs, labor unions, Communist Youth League, women and children and the disabled, statistics, earthquake and meteorology administration.

In the past year, we continued grasping and applying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, solidly carried out activities to study the Party’s history, and gained solid understanding of the decisive significance of establishing Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and defining the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We strictly implemented the Ten Systematic Arrangements for Resolutely Implementing “the Two Upholds” of the CPC Guangdong Provincial Committee. We kept firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core and keep in alignment. We strengthened our confidence in the path, theory, system, and culture of socialism with Chinese characteristics. We resolutely upheld the core position of General Secretary Xi Jinping and upheld the authority of the CPC Central Committee and its centralized and unified leadership (the Two Upholds), and kept sharpening our political judgment, understanding and execution. We subjected ourselves to the oversight of Guangdong Provincial People’s Congress according to laws and the democratic oversight of the CPPCC Guangdong Provincial Committee. Having dealt with 855 suggestions from People’s Congress deputies and 827 proposals from the CPPCC members, we pushed forward the implementation of 28 matters prioritized by the Provincial People’s Congress and 14 results of CPPCC consultations. We remained committed to law-based government administration, coordinated with the Office of the CPC Central Commission for Law-based Governance in field inspection of the building of a law-based government. We promulgated regulations on major administrative decision-making procedures in Guangdong, taking the lead in realizing the four-tier application of platforms to provide information and online supervision concerning administrative law enforcement on provincial, city, county (district) and sub-district(town) level. We made greater efforts in building a clean government as we unremittingly rectified the practices of formalities for formality’s sake, bureaucratism, hedonism and extravagance. Government working style has been improved as we kept our belt tightened in routine government spending and worked to implement full-spectrum audit.

What seems easy to be achieved takes hard and arduous efforts. These achievements were gained under the strong leadership, care and guidance of the CPC Central Committee with Comrade Xi Jinping at its core. With General Secretary Xi Jinping taking the pulse of the development of Guangdong and steering a steady course for us at the helm, we could always have a tough backbone at the critical stage of reform and development and we could respond calmly in the face of complicated and severe situation and endure trials and tribulations with greater confidence. These achievements should also be attributed to the concerted efforts and unity of the people across the province under the guidance of the CPC Guangdong Provincial Committee. Local authorities and government departments across the province kept in mind the big picture and shouldered their responsibilities. Our people worked hard and fought adversity in close solidarity coming together as a mighty force. On behalf of the People’s Government of Guangdong, I would like to express my heartfelt thanks to people all across the province, deputies to the Guangdong Provincial People’s Congress, members of the CPPCC Guangdong Provincial Committee, other political parties, people’s organizations, people from all walks of life, central institutions based in Guangdong, the officers and soldiers of the People’s Liberation Army, armed police officers, public security officers, commanders and fighters of the fire rescue teams, compatriots from Hong Kong, Macao and Taiwan, overseas Chinese and international friends! I would also like to extend my high respects to Comrade Ma Xingrui!

We are acutely aware that Guangdong still faces many difficulties and challenges. As uncertain and unstable factors abound in economic growth, we need to keep breaking bottlenecks in key and core technologies and further stabilize and raise the competitiveness of industrial and supply chains. We still have a long way to go to promote common prosperity for all as a result of the uneven regional development and the gap between urban and rural areas. The ecological environment still needs to be improved. We also face daunting tasks of green and low-carbon transformation. There are still shortcomings in public services such as education, medical care, and we need to do more in improving the systems of old-age care, childcare, and housing. Potential risks should not be overlooked in some areas, bringing formidable challenges to maintaining balance between development and security. The transformation of government functions needs to be accelerated as the blatant culture of formalities and bureaucratism still exists. The urban governance and capacity are not compatible with new circumstances. Particularly, we should draw bitter lessons from the large-scale relocation and cutting of trees in Guangzhou and keep the heavy cost firmly in mind.

II. Work Plans for 2022

The 20th CPC National Congress and the 13th Party Congress of Guangdong Province will be held in 2022. It is therefore of great significance and responsibility to accomplish this year’s tasks. Taking a look at the international and domestic landscape, internationally, the world is experiencing the combined impacts of major changes and a pandemic both unseen in a century, bringing us more complicated and severe external environment; domestically, China’s economic development is facing pressure from demand contraction, supply shocks and weakening expectations. However, the fundamentals underpinning long-term growth remains unchanged. Positioned at the intersection of the domestic circulation and international circulation, Guangdong is equipped with a complete industrial system, innovative competence and favorable business climate, and home to over 15 million market entities, 70 million labor force and 127 million permanent residents, which brings great market dividend. The overlapping of national major development strategies in Guangdong including the development of Greater Bay Area and Shenzhen Pilot Demonstration Area and Hengqin and Qianhai Cooperation Zones endows us with advantages and confidence on the new journey to build China into a modern socialist country in all respects. We must uphold Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly implement the important remarks and instructions on Guangdong by General Secretary Xi Jinping, resolutely uphold Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We must keep firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core and keep in alignment. We must strengthen our confidence in the path, theory, system, and culture of socialism with Chinese characteristics. We must resolutely uphold the core position of General Secretary Xi Jinping and the authority of the CPC Central Committee and its centralized and unified leadership. We must keep in mind both domestic and international imperatives, focus on the country’s top priorities, and maintain an accurate perspective on the principal challenges facing Chinese society and our major tasks. We must manage our own affairs in Guangdong well by integrating firm strategies and flexible methods and making full use of such working method as Extensive Study, Intensive Investigation and Effective Implementation.

The general requirements for the work of Guangdong Government in 2022 are:upholding Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; thoroughly implementing the guiding principles of the 19th CPC National Congress, plenary sessions of 19th CPC Central Committee and the Central Economic Work Conference; thoroughly implementing the important remarks and instructions on Guangdong by General Secretary Xi Jinping; acting as a forerunner on the journey of building China a modern socialist country by creating new glories as required by General Secretary Xi Jinping; championing the great founding spirit of the Party; strengthening the overall Party leadership and Party building; pursuing progress while ensuring stability, completely, accurately and fully implementing the new development philosophy; earnestly implementing the “1+1+9” Work Plan of the CPC Guangdong Provincial Committee; seizing the opportunities created by the Greater Bay Area and Shenzhen Pilot Demonstration Area and Hengqin and Qianhai Cooperation Zones; exploring strategic fulcrums for the new development paradigm; furthering reform and opening up on all fronts; promoting innovation-driven development and high-quality development; setting supply-side structural reform as the main task; coordinating epidemic control with economic and social development; coordinating development and security; ensuring stability on six fronts (employment, the financial sector, foreign trade, foreign investment, domestic investment, and expectations) and maintaining security in six areas (job security, basic living needs, operations of market entities, food and energy security, stable industrial and supply chains, and the normal functioning of primary-level governments); continuously taking effective steps to improve people’s wellbeing; keeping major economic indicators within an appropriate range, maintaining social stability and achieve new glories by the time the 20th CPC National Congress is convened.

To promote the economic and social development in 2022, we must prioritize stability when we pursue progress. The main goals of Guangdong this year are:

• GDP growth by about 5.5%;

• Total fixed-assets investment up by 8%, total retail sales of consumer goods up by 6.5%, import and export up by 3%; and the added value of industries above designated size up by 5.5%;

• General public budget revenue up by 5%;

• Per capita disposable income of residents generally growing in step with economic growth, and consumer price index up by 3%;

• 1.1 million new urban jobs created, with the surveyed urban unemployment rate within 5.5%;

• Overall grain productivity over 12.68 million tons;

•Number of days with good and moderate AQI and surface water meeting Class I to Class III quality standards fulfilling missions assigned by the central government.

We will focus on the following ten tasks:

(I) We will effectively implement major national development strategies by pushing forward the development of the Greater Bay Area and Shenzhen Pilot Demonstration Area, conducting Shenzhen Comprehensive Pilot Reforms, and advancing Hengqin and Qianhai Cooperation Zones on all fronts.

Actively promoting the development of the Greater Bay Area. We will accelerate the advancement of top-tier international bay area and world-class city cluster, and efficiently support the integration of Hong Kong and Macao into the country’s overall development; strengthen the alignment in terms of rules and mechanisms, further promote projects under the framework of Wan Qu Tong Initiative and Digital Greater Bay Area; continuously enhance the connection regarding the business system, mutual recognition of occupational qualifications and standard alignment. We will expedite the “Greater Bay Area on Rail”, and facilitate an integrated network of mainline railways, intercity railways, and urban railway transit projects by promoting inter-city projects of Guangzhou-Foshan Ring Line, Intercity Railways connecting Guangzhou and Qingyuan, Shenzhen and Huizhou, as well as Guangzhou, Foshan, Jiangmen and Zhuhai, and constructing the line connecting Guangzhou South Railway Station with Wanghong as part of Foshan-Dongguan Intercity Railway. The reconstruction of Huanggang Checkpoint will be propelled with a new customs clearance system. We will further promote the establishment of Hong Kong University of Science and Technology (Guangzhou) and Greater Bay Area University, improve functions of the Hong Kong and Macao Youth Innovation and Entrepreneurship Bases, creating more favorable and convenient conditions for compatriots in Hong Kong and Macao SARs to access education, land a job, start businesses and live a life in Guangdong. The Greater Bay Area Beautiful Villages initiative and modern urban agriculture will be pushed forward. 

Building Shenzhen Pilot Demonstration Area with full efforts. Centering on “Five Strategic Positions” and “Five Priorities for Pioneering Development”, we will further promote Shenzhen Comprehensive Pilot Reforms, implement special measures to loosen market access, and introduce the second list of authorized matters. We will build Hetao Shenzhen-Hong Kong Technology and Innovation Cooperation Zone and Xili Lake International Science and Education City and Dayun Shenzhen-Hong Kong International Science and Education City with high standard, and accelerate to build an experimental zone for the integrated reform of basic education and a highland for the innovative development of vocational education. We will facilitate Shenzhen to improve ecological environment and urban spatial governing system, build it into a demonstration city of law-based governance and upgrade its governing capabilities as a megacity. We will support the building of cultural facilities including Shenzhen Reform and Opening-up Exhibition Hall, establishing a national demonstration zone of cultural industry, and make Shenzhen a national pilot city of sports consumption. We will work to plan and establish Shenzhen-Hong Kong Control Point Economic Belt by actively aligning with the Northern Metropolis Plan of Hong Kong SAR, creating new space for Shenzhen-Hong Kong cooperation.

Pressing ahead with the “Four-thronged Urban Rejuvenation Initiatives” in Guangzhou to inject new vigor to this historical city. Guangzhou will strengthen its role as the provincial capital city, improve its functions in science and technology innovation, industrial development and livable environment, make new grounds in developing into a national central city, and pace up to become an international metropolis. The integrated system and network for modern transportation as well as the commercial and logistic systems will be improved by completing Phase-IV project of Nansha Port District of Guangzhou Port. We are expediting the building of an experimental zone for AI and digital economy in Guangzhou while promoting pilot projects of digital RMB and national projects for the innovative application of block chain. The Greater Bay Area Carbon Emission Trading Platform will be established in Guangzhou. Regulations for Sino-Singapore (Guangzhou) Knowledge City will be implemented, so that a national knowledge center with global influence will be created. The Demonstration Zone of Guangdong-Hong Kong-Macao All-round Cooperation in Nansha will be lifted up to a new level.

Promoting high-level development of Guangdong-Macao In-Depth Cooperation Zone in Hengqin. We will effectively draft the master plan for the development of Hengqin, work to launch the Hengqin Cooperation Zone Regulations and introduce special measures to loosen market access, catalogue of industries encouraged by the government, and favorable policies for corporate and individual income tax. We will complete building Phase-II in Hengqin Port as “the first line” the and customs-supervised area as “the second line”, and implement administrative policies corresponding to different lines. A development and investment corporation for the Hengqin Cooperation Zone will be established, aiming to attract leading companies in areas such as integrated circuits and NEV to set up research and design centers. We will accelerate the construction of Hengqin Advanced Smart Computing Platform and TCM Technological Innovation Center for New Drugs. In this way, the economy of Macao SAR will be further diversified. Rail track projects including high-speed railways and inter-city rails will be connected with light rails in Macao SAR. Macao New Neighborhood and Macao Youth Entrepreneurship Valley will be developed.

Deepening the reform and opening-up for Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone.A new round of general development planning and territorial spatial planning for Qianhai Cooperation Zone will be introduced and a new type of management institution that properly separates administrative zones and economic zones will be explored. Attention will be focused onto expanding areas and pushing forward reform and opening-up, underpinned by supportive policies that will cover the whole area after the expansion in financial opening-up, legal affairs, service trade, and attracting talents, so as to improve cooperation level of service industry between Shenzhen and Hong Kong. We will build up and improve the mechanism for competition policies, and facilitate cross-border governmental affairs. We will improve platforms of Qianhai Shenzhen-Hong Kong International Financial City, Convention and Exhibition New Town, Shenzhen New Marine City and International Talent Port, and promote the development of an international legal service center and an international commercial dispute resolution center.

(II) We will resolutely take self-reliance and self-improvement in science and technology as strategic support for development, deepen the reform of science and technology system, build a whole-process innovation-driven industrial chain, and accelerate transforming Guangdong into a major player in high-level technological innovation.

Improving the strategic strength of science and technology.With the Greater Bay Area International Center for Technology and Innovation playing a leading role, we will fully promote the construction of Greater Bay Area Comprehensive National Science Center and National Center of Technology Innovation, and accelerate the establishment of three innovation cooperation zones (Hetao Shenzhen-Hong Kong Cooperation Zone, Hengqin Cooperation Zone in Zhuhai and Guangzhou Cooperation Zone) and three science cities (Guangming Science City, Songshan Lake Science City and Nansha Science City). We will advance the building of Peng Cheng Laboratory and Guangzhou National Laboratory, improve the quality and efficiency of provincial laboratories, and strive to deploy a batch of state key laboratories in Guangdong, and build or expand a series of advanced biosafety laboratories. In addition, we will build joint laboratories with Hong Kong and Macao SARs, and work with central authority to build a national maritime experimental field. We will speed up the development of High Intensity Heavy-ion Accelerator Facility in Huizhou, China Initiative Accelerator Driven System (Huizhou) and Underground Neutrino Observatory in Jiangmen, and initiate projects including the Phase II of China Spallation Neutron Source project, human cell lineage project and the Phase III of Peng Cheng Cloud Brain, envisioning a world-class cluster of scientific infrastructure covering various subjects and districts.

Working to make breakthroughs in key and core technologies. We will explore the “Guangdong Path” concerning key and core technologies for a new type of national system with concentrated efforts and resources for important events or projects, and conduct the “Excellent Research programs for Guangdong” in basic research and basic research for application. More than 1/3 special funds for provincial-level scientific and technological strategies will be directed to basic researches. We will accelerate the building of the Greater Bay Area Quantum Science Center and National Center of Applied Mathematics, elevating capabilities of fundamental science from zero to one. We will start a new round of provincial R&D programs in key areas, steadily advance key and special projects jointly promoted with ministries, and strive for breakthroughs in core technologies, high-end equipment and key components by improving various organizational forms of projects including a ranking system, a strong and open competition mechanism for selecting the best candidates to lead key research projects, and a pledge made to achieve certain goals. We will make further breakthroughs in tackling key problems, improving technological innovation and supply capacity, and expanding experimental applications of core software. We will plan the layout of future industries in advance by accelerating the development of industries including information photonics and satellite internet.

Enabling enterprises to play a principle role in innovation. We will provide greater inclusive support for innovation of enterprises by implementing policies including weighted deduction of taxes for the procurement of first set of equipment and R&D expenditure. We will encourage high-tech enterprises to set up industrial benchmarks and upgrade performance, and erect an innovative union in which leading companies serve as pioneers, universities and colleges provide support and various innovation entities mutually coordinate. We will create the whole chain of IPR creation, application, protection, management and service provision, build China (Guangdong) Intellectual Property Rights Protection Center and fast service centers to protect rights of industries. We will take actions to build national high-tech zones in Shaoguan, Yangjiang, Meizhou and Jieyang, and provide more support to enterprises to set up overseas research outfits and to actively integrate into the global innovation network. We will deepen the reform of science and technology system, expedite the transformation of the technology management function of government to facilitate favorable circulation in technology, industries and finance, and build a whole-process innovation-driven ecological chain covering basic research, technological breakthroughs, results industrialization, Fintech, and support of talents.

Creating a highland of Greater Bay Area talent. We will thoroughly carry out “Five Projects” to make Guangdong a pool attracting talents, and implement more active, open and effective talent policies to introduce and incubate more world-leading, promising professionals and high-level innovation teams. We will promote the integrated development of industries and talent with special actions and projects for manufacturing talent. We will work with Hong Kong and Macao SARs in talent training by encouraging partnership among Guangdong departments and institutions and renowned universities and academies in the two SARs. We will deepen the reform of the classification and evaluation on scientific and technological talent, and equip scientists with more power to make decisions on technical paths, budget and expenses, and resource allocation. We will carry forward the spirit of scientists by encouraging scientific and technological workers to focus on researches, and further implement ordinances on the popularization of science and technology to enhance science literacy of the public.

(III) We will upgrade core competitiveness for manufacturing, make Guangdong a leading province in manufacturing and modernize industrial and supply chains.

Promoting the establishment of 20 strategic industrial clusters. We will complete “Six Projects” in manufacturing and improve the mechanism of the “chain leader” system in key sectors to create world-class advanced manufacturing clusters. “Ten Measures for Investment in Manufacturing” will be executed and businesses will be absorbed into the industrial chain. The development of key projects, including CSOT T9 in Guangzhou and the PetroChina Guangdong Petrochemicals and Refinery Jieyang Complex will be sped up. NEV industry will be facilitated. We will enhance capabilities of innovation in industrial foundations and technology and build manufacturing innovation centers, ensuring that there shall be at least one provincial technological, industrial or manufacturing innovation center in every strategic industrial cluster. A high-quality framework to support the “Powerful Guangdong-Made Chips”Initiative will be put into place. The development of key projects such as Cansemi Technology in Guangzhou and SMIC’s production line of 12-inch wafer will be accelerated. We will actively introduce projects in the areas such as manufacturing, packaging, testing, equipment and material producing so as to implement the program of encouraging automobile chips manufacturing and application. We will increase investments in manufacturing equipment and technological upgrading and encourage 8,500 enterprises to upgrade their technology. We will make efforts to nurture key companies in industrial chains, champion manufacturers of certain products and companies with cutting-edge technology, and help small and micro businesses to grow in scale. A campaign will be launched to enhance quality so as to create brands of “Guangdong Quality”, “Guangdong Standards” and “Guangdong Services”.

Creating a high-level industrial development platform. We will introduce large projects and cultivate important sectors in Zhuhai, Shantou, Foshan, Zhongshan, Jiangmen, Zhanjiang and Zhaoqing to accelerate the building of large industrial clusters, prioritizing industries such as IT, new energy, advanced materials, bio-medicine and health care and high-end equipment manufacturing. We will further push forward the tough task of upgrading and transforming industrial clusters in villages and towns by upgrading low-efficiency industrial land and ensuring the supply of industrial land. High-level industrial space will be built and a batch of provincial industrial parks will be planned. Various places are encouraged to create featured industrial parks and pursue innovative growth of development zones and special customs regulatory areas of all kinds. High-quality Development Demonstration Zone for Maritime Economy is to be inaugurated in support of cluster development of maritime industries.

Expediting the digital transformation of manufacturing. By taking vigorous efforts to develop the digital economy, we will further promote the advancement of big data, AI, block chain and Internet of things as well as the establishment of National Innovation and Development Experimental Zone for the Digital Economy, and pilot areas for the innovative application of AI in Guangzhou and Shenzhen. We will develop industrial Internet, provide inclusive access to enterprises to develop on cloud and platform, explore the ways to promote a batch of typical application scenarios of industrial digital transformation and support 5,000 industrial corporations above designated size to realize digital transformation. 5G network will be rolled out to cover most areas of the Pearl River Delta and urban areas of all cities and counties in eastern, western and northern Guangdong. We will intensify our efforts to promote the applications of industries advanced by 5G and support R&D of 6G. 4K/8K content supply and APP promotion will be strengthened and an industrial cluster of ultra-high-definition videos will be created. We will coordinate the planning of data centers and build national hub nodes in the integrated nationwide computing network. Endeavors will be made to develop the industries such as services for scientific innovation, innovative design, business consulting and modern logistics, and cultivate leading companies in these industries.

(IV) We will adopt multiple measures to expand domestic demandstabilize external demand, expedite the construction of major infrastructure projects, and enhance capability of connecting the domestic and international circulations.

Investing in infrastructure projects ahead of schedule prudently. We will move faster to make Guangdong a leading province in transportation, promote the construction of high-speed railways connecting Guangzhou and Zhanjiang, Guangzhou and Shantou via Shanwei, Shenzhen and Jiangmen, Shenzhen and Shenzhen-Shanwei Special Cooperation Zone, Zhuhai and Zhaoqing, and Meizhou and Longchuan, and push forward the preliminary work of Zhangzhou-Shantou, Shenzhen-Nanning, Guangzhou-Zhuhai (Macao) and Guangzhou-Qingyuan-Yongzhou High-speed Railways,, and new corridor of Guangzhou-Shenzhen High-speed Railway. We will focus on the construction of cross-river and cross-sea passages such as Shenzhen-Zhongshan Channel, Huangmao Sea Bridge, and Shiziyang Tunnel, widen and improve Shenyang-Haikou Expressway, Shenzhen-Cenxi Expressway and Changchun-Shenzhen Expressway, renovate and upgrade national and provincial highways, roads, dilapidated and dangerous bridges and bridges transformed from ports. We will accelerate the construction of world-class airport and seaport clusters, promote the Phase-III expansion of Guangzhou Baiyun International Airport, the construction of the third runway of Shenzhen Airport and Pearl River Delta International Airport, as well as the expansion of Zhuhai Airport and Huizhou Airport. We will speed up the construction of port railways in such areas as Shantou and Zhanjiang ports, and push forward the preliminary work for waterway expansion of Dongjiang River, Beijiang River and other inland high-level shipping lanes. We will implement 851 Blueprint of High-quality Development in Water Conservancy, expedite the development of Pearl River Delta water resources allocation projects and the flood storage and detention area of Pajiang River, commence the construction of the central section of the Guangdong water resources allocation project in Beibu Gulf Rim, push forward the Phase-II Optimized Allocation of Water Resource in eastern Guangdong to ensure water be transferred from Han River to Raoping. Provincial and city governments shall have a strong sense of promoting major projects, draw up plans for projects, conduct preliminary work thoroughly and carefully, and maintain the principle that grant funds may only be used for the designated projects. Departments under the direct leadership of the provincial government are expected to take on responsibility, provide better services, and work with city governments to promote the development of major projects.

Tapping consumption potential with greater efforts.We will move faster to build Guangzhou and Shenzhen into international consumption centers, make plans for several cities to serve as regional consumption centers, create featured business districts and demonstration pedestrian streets, and build Greater Bay Area an international consumption hub. Consumption of vehicles, home appliances and information will be expanded and the number of supporting facilities such as parking lots, charging piles and battery swap stations will be increased. We will speed up building new forms of consumption infrastructure and their platforms. We will cultivate new forms of businesses including new-type retails, smart catering, online sports and remote medical treatment. We will upgrade rural consumption in its quality, transform and upgrade field smart stations together with open fairs, promote e-commerce to rural areas and villages, and transport agricultural products from villages to cities. We will improve urban-rural commercial and trade logistics system, and expedite the construction of national logistics hubs, major cold-chain logistics bases, and Guangdong supply-and-sales cold chain logistics network.

Implementing “Ten Major Projects” for high-quality trade. We will seize the opportunity of RCEP to steadily explore BRI markets including ASEAN countries. We will support the Canton Fair to innovate mechanism, enrich businesses and explore functions, and continue to carry out “Guangdong Trade Worldwide” and “Guangdong Trade Nationwide” events. We will make Guangdong a model of cross-border e-commerce, and take actions to ensure cross-border e-commerce comprehensive pilot areas are in place in every city of Guangdong. We will support the expansion and upgrading of market purchasing, transit trade, service outsourcing and offshore trade. We will build Greater Bay Area a global leader in digital trade, and set up a new batch of import and export distribution centers. Industrial intermediate goods, commodities, high-end consumption products will have their import scale expanded. We will speed up the development of Guangzhou Nansha Import Trade Facilitation and Innovation Demonstration Zone. We will expedite the construction of major foreign investment projects like ExxonMobil, BASF and CSPC, and support multinationals to establish regional and functional headquarters and R&D centers in Guangdong. High standards will be applied to China (Guangdong) Pilot Free Trade Zone, and trials to further facilitate trade and investment will be advanced to a higher level. We will work to establish a western area of China (Guangdong) Pilot Free Trade Zone in Zhanjiang and Maoming. We will encourage local companies to go global, build overseas warehouses, enhance overseas IPR protection and provide aids to protect their legitimate rights. A foreign-related legal service mechanism will be established and developed.

(V) We will advance the One Core Region, One Belt and One Area Initiative, continuously coordinate resources and strengthen policy support, and enhance balanced and coordinated regional development.

Enhancing key functions of the Core Region, the Belt and the Area”.We will further boost the position of the core region as the main engine, step up the strategic cooperation between Guangzhou and Shenzhen as the two cities jointly empower and steer development of the core region, and advance the development of Guangzhou-Foshan urban integration in all areas, Guangzhou-Qingyuan integration and Shenzhen-Shanwei Special Cooperation Zone. We will better coordinate the development of the east and west banks of the Pearl River Estuary, extend the innovation factors and industrial resources of the east bank to the west bank, make Zhuhai a core city of the west bank and enable Zhongshan to facilitate the integrated development of the east and west banks of Pearl River Estuary. We will seek to inject growth impetus to the east and west wings of the coastal economic belt, vigorously developing green petrochemicals, new energy and other advantageous industries and building a batch of coastal industrial clusters worth over 100 billion Yuan each. We will accelerate the development of Shantou and Zhanjiang as provincial sub-centers, support Shantou to build a large-scale harbor industrial park and support Zhanjiang to participate in the construction of the New Western Land-sea Corridor and to cooperate with Hainan Free Trade Port. We will advance the construction of eastern Guangdong inter-city railway network and enable greater integration of Shantou, Chaozhou and Jieyang. We will speed up the green development of the Northern Ecological Development Area, improve the ecological compensation mechanism and make greater efforts to stimulate economic development at county and town levels. We will boost water economy, clean energy, green mining in accordance with local conditions, actively foster farming and deep processing of agricultural products along with the rural tourism and create a new benchmark for ecological economic development. We will carry out another round of paired-up assistance within the province, guide and support industrial transfers from the Pearl River Delta to eastern, western and northern Guangdong, and promote industrial coordination and project cooperation among different functional areas. Cities in eastern, western and northern Guangdong should make greater determination and efforts to improve business environment, attract more investment and enhance industrial capacity so as to become favorable destinations for industrial expansion and advanced productivity extension from the Pearl River Delta. We should solve the systematic problem of unbalanced regional development, actively seek effective paths and models to achieve common prosperity, strive to make new progress every year and turn our shortcomings into potentials with open minds, more innovative approaches, greater efforts and perseverance.

Supporting high-quality development of old revolutionary base areas and those with large ethnic minority population. An additional 21 billion Yuan will be earmarked by the provincial fiscal authority to support the revitalization and development of old revolutionary base areas for the next five years. Projects financed by the central government will also receive provincial support. These old revolutionary base areas will have their major infrastructure advanced, with towns more smoothly connected to highways, industrial parks and scenic spots. Industrial development in old revolutionary base areas will achieve higher quality and efficacy as we encourage provincial SOEs and private business to invest. We will support Meizhou and Shanwei to build old revolutionary base areas high-quality development demonstration zones. We will promote high-quality development in areas with large ethnic minority population such as Liannan, Lianshan and Ruyuan and give boost to the development of featured industries and ecological and cultural tourism. We will better coordinate with neighbor provinces and build inter-provincial regional cooperation platforms.

Optimizing resource allocation for basic public services. We will implement standards for basic public services and further improve provincial coordination mechanism. We will advance the integration of migrant rural residents into cities in an orderly and effective manner, and allocate public resources based on the scale of permanent residents. We will make more transfer payments for balanced development so that cities and counties are in a better position to provide for the least well-offs. We will address the shortcomings in public services of eastern, western and northern Guangdong, adjust the operation mechanism of public higher vocational colleges that are under city administration, improve higher education and health services, steadily raise standards for basic pension, annuity and social assistance for rural and urban residents, and extend the coverage of each social insurance. We will plan and build a number of provincial-level key laboratories, new R&D organizations and high-level innovation institutions.

Improving city planning and management. We will formulate development plans for five metropolitan areas (Guangzhou, Shenzhen, the west bank of the Pearl River Estuary, Shantou-Chaozhou-Jieyang, and Zhanjiang-Maoming) based on the territorial space plan of Guangdong. We will draw bitter lessons from the relocation and cutting of a large number of trees in Guangzhou, respect the law of urban development, carry forward historical and cultural heritage, preserve unique landscape features of the city, keep bearing reverence for history, culture and environment, take attentive approaches in urban renewal and upgrading program in the manner of micro-transformation, and avoid chasing short-term returns or dismantling the original landscape. We will advance the greening process of urban and rural areas in a more rational approach, better protect ancient and valuable trees in accordance with the principle that forests or grass should be planted where the local conditions see appropriate. We will focus on making up for the shortcomings in urban infrastructure facilities, speed up to improve urban drainage and waterlogging prevention system, and build sponge cities, resilient cities and smart cities. We will coordinate spatial arrangement, industrial development and infrastructure facilities at the county level, empowering more counties with good fundamental conditions and overall strengths to be listed as the Top 100 Counties in China.

(VI) We will advance rural revitalization on all fronts, take actions in Nine Campaigns Tackling Tough Tasks to address the weaknesses regarding agriculture, rural areas and rural residents, and accelerate the modernization of agriculture and rural areas.

Making unstinted efforts to bolster grain production. Responsibility for food security will be borne by both the Party and the government and we will spare no efforts to stabilize the grain acreage and grain output. We will strictly observe the red lines and implement the tasks of farmland protection, take actions in farmland improvements, carry forward the restoration of abandoned and deserted farmland, and create another 1.2 million mu of high-quality farmland and 50,000 mu of paddy field. We will invigorate the seed industry and extend the efforts to build seed industry innovation parks, Guangdong Storage and Trading Center for Germplasm Resources and a batch of germplasm resources banks. We will provide better science and technology support and work faster to improve weak links in agricultural machines and equipment so as to enhance the overall agriculture production capacity. Mayors should be directly responsible for the Vegetable Basket (non-staple food supply) programs. We will ensure the stabilized production supply as well as the quality and safety supervision of major agricultural products.

Strengthening the modern agricultural industrial system. We will carry forward the program of “Cross-County Clusters, One Agricultural Industrial Park for One County, One Pillar Industry for One Town and One Featured Product for One Village”, and promote the development of agriculture modernization demonstration zones, advantageous and featured industrial clusters and industrial towns led by the construction of the modern agricultural industrial park. We will support Heyuan Dengta Basin to become a national agricultural high-tech demonstration area. We will further develop featured industries including Simiao rice, Lingnan vegetables and fruits, livestock and poultry, aquatic products, southern Chinese herbs, tea, flowers and plants, and tea-oil trees. We will pace up to develop leisure agriculture and facility agriculture, foster new agricultural operation entities and better the agricultural product processing industry so as to promote the integrated development of primary, secondary and tertiary industries in rural areas. We will carry on the campaign to build fishing ports, transform and upgrade more than one million mu of aquaculture ponds in the Pearl River Delta, accelerate to build large and smart fish farms in deep sea. We will develop the agricultural product export demonstration bases at a faster pace.

Upgrading overall environment of rural areas. We will implement a five-year program to improve the rural living environment, continue the “Cleaning, Greening and Beautifying Villages” Project, take coordinated measures to carry forward Toilet Revolution, to process domestic sewage and wastes, and to improve the long-term management and maintenance mechanism. We will improve the construction, management, maintenance and operation of roads in rural areas along with upgrading the rural power grid. We will speed up to build a rural water supply network system whose standard, quality and service are in line with those of urban areas, and that features large-scale development, standardized construction, professional operation, integrated management and smart services. We will better manage rural buildings and improve rural landscape, carry forward the “Five Beautification” Campaign, create a stretch of characteristic demonstration belts for rural revitalization with radiation effect, and launch a selection of rural tourism routes and quality guesthouses. We will build one-stop comprehensive services in rural communities and build neighborhood center for daily services.

Relocating resources to support towns and villages development. We will improve the organizational, institutional and working mechanism for assigning personnel to towns and villages in support of local development, carry out the campaign of Thousands of Enterprises Help Thousands of Towns and Tens of Thousands of Enterprises Boost Tens of Thousands of Villages. We will improve the quality of towns and build beautiful market towns, extend the efforts to build a batch of central towns and revitalize a batch of specialized towns, so as to ensure that towns can better connect urban and rural areas and serve the villages. We will adjust the range of use of land sale revenue with priority given to rural revitalization. We will keep monitoring to prevent those who have been lifted out of poverty from falling back to it again and to provide assistance to them on a routine basis. We will establish a long-term mechanism to help low-income rural residents and the less-developed regions. We will continue the assistance to Tibet and Xinjiang, East-West collaboration, and paired-up cooperation.

Intensifying comprehensive rural reform. We will reinforce the management of rural contracted land reform and encourage the management rights over contracted land to be transferred in various manners. We will carry out special rectification for rural collective assets management, further the reform of joint-stock cooperative system for collective operating assets, and expand the new rural collective economy. We will advance the pilot reform for homestead system and orderly address the issue of occupying farmland to build houses. We will promote the development of Guangzhou-Qingyuan Junction Area, a national urban-rural integrated development experimental zone. We will deepen the reform of integrating agriculture-related funds, take innovative measures to provide agriculture with financial and insurance services. We will support supply and marketing cooperatives to carry out the Three-in-One comprehensive cooperation pilot project (combination of production, supply and sales, credits) and support the reform and development of agribusinesses in Guangdong.

(VII) We will deepen innovation-driven and exemplary reforms, better integrate efficient market and effective government, and move faster to foster a market-oriented, law-based, and international business environment.

Deepening the reform of business environment. We will support Guangzhou and Shenzhen to carry out the national business environment innovation pilot program. We will deepen reforms in the confirmation system for business registration, advance the extensive and intensive reform to separate operating permits from business licenses with only the business license being reserved, improve de-registration and market exit mechanism, refine overall life-cycle and convenient services for enterprises. We will fortify regulations for “Two Randoms and One Release”, inter-agency comprehensive collaboration and “Internet Plus”, so as to establish a new type of regulatory mechanism based on credit. We will work unswervingly to both consolidate and develop the public sector and encourage, support, and guide the development of the non-public sector, equally protect the legitimate property rights and interests of private enterprises and entrepreneurs by the law, improve the regular communication and consultation mechanism between government and enterprises, promote entrepreneurship and foster a cordial and clean relationship between government and business, and create a healthy environment for private sector. We will implement the central government’s policy portfolio to decrease taxes and fees, provide more favorable and innovative policies for businesses, bolster precise support to micro, small, and medium enterprises and self-employed individuals, and invigorate different types of market entities with greater efforts. The tougher time an enterprise is going through, the more services should be actively provided by different levels of governments to help them tackle the difficulties, respond to challenges, seize opportunities and realize high-quality and sustainable development. 

Advancing “Digital Government 2.0” in Guangdong. We will upgrade the “One Cloud Platform and One Network” for the whole province as well as the integrated big data center for government administration at the provincial and city levels, ensuring the fundamental capacities of digital government to be developed in a balanced manner. Administrative affairs and public services can be processed and accessed on one platform while their management will be comprehensively carried out if they come from the same origin. We will better the functions of such administrative mobile service platforms as Yue Sheng Shi, Yue Shang Tong and Yue Zheng Yi. We will explore means to build digital space for individuals and legal persons. We will extend services for administrative affairs across the country and beyond along with “One Platform for Overall Administration” within the province. We will enhance protection over digital government network and data security.

Accelerating the reform of the market-based allocation of land, technologies, data and other production factors. We will set up an integrated market for the construction land in both urban and rural areas and incorporate construction land for collective operation into the market in a steady and prudent manner. We will deepen the reform of market-based allocation of land resources for industrial purposes, promote new models of land provision such as “Standard Land”, “Land with Projects” and “Construction Commencement at the Delivery of Land”, further special campaign to transfer “Cleared Land” and speed up to deal with land that has received approval without being actually provided along with the idle land. We will refine the resource allocation method for scientific and technological innovation, improve the property rights system of scientific and technological achievements tied to a position, and explore to establish of Shenzhen Service Center for Technology Transaction. We will better laws, regulations and standard system for the development and utilization of public data, extensively promote the Chief Data Officer System, advance the establishment of a provincial data transaction venue and create a pilot zone for the reform of market-based allocation of data.

Deepening fiscal and taxation reform for SOEs. We will further reform the budget management system, better coordinate fiscal resources, revitalize government resources and assets and bolster the financial support for major strategic tasks. We will set up a mechanism for provincial government to review fiscal and budget arrangements made by city and county-level governments, implement a mechanism that fiscal funds will directly reach where they are needed on a regular basis, and tighten up the bottom line of “Three Guarantees” on the county level. We will advance digital fiscal development, further reforms in tax collection and promote coordinated tax administration. We will fulfill the three-year action plan for the reform of SOEs, step up efforts to realize strategic reorganization and specialty-based integration of provincial SOEs, push ahead with mixed-ownership reform in SOEs in a proactive and prudent fashion, carry out regional comprehensive pilot reforms on state-owned assets and enterprises in the Greater Bay Area, advance the “Actions for the Two Categories of One Hundred Enterprises” and the “Demonstration Actions of Reforming Scientific and Technological Enterprises”, improve the risk prevention system and cost control mechanism and enhance the supervision efficacy for state-owned assets.

Driving financial reform and opening-up. We will improve the modern financial system at a faster pace, prepare to establish the Greater Bay Area International Commercial Bank, make good development of Guangzhou Futures Exchange, support Shenzhen Stock Exchange to conduct reform on market-wide registration system, and actively put into place an experimental zone for Guangzhou-Shenzhen Scientific, Technological and Financial Reform. We will deepen reforms on green finance, develop new models for digital and inclusive finance and roll out supply-chain financial trials. We will explore to set up Greater Bay Area Cross-Border Wealth and Asset Management Center, expand the scale of cross-border wealth management schemes, establish Hong Kong-Macao insurance after-sales service center, and promote Cross-Border Credit System and Insurance System. We will further improve financial services for the real economy and build platforms for SME financing.

(VIII) We will coordinate our efforts towards carbon peak and carbon neutrality, intensify pollution prevention and control, and pursue ecological conservation to improve the quality of ecological environment.

Securing power supply in a systematic manner. We will optimize energy structure by vigorously developing clean energy and efficiently using energy, to prepare for shifting “Dual Controls” over energy consumption and intensity to controls over the total volume and intensity of carbon emission as early as possible. We will construct offshore wind power projects at a faster pace, advance projects of Huizhou Taipingling Nuclear Power Plant, Lufeng Nuclear Power Plant and Lianjiang Nuclear Power Plant, commence the second-phase pumped-hydro energy storage project in Meizhou and the projects at the Langjiang River of Zhaoqing and in Luhe of Shanwei, and accelerate the building of digital power grid, in contribution to a new type of power system with new energy as the mainstay. We will upgrade and modify existing coal-fired power units to save more energy, propel gas peak-shaving power stations, CHP projects, the second power transmission corridor in western Guangdong and other power grid projects, continue with the preparation of the UHVDC project connecting southeast Tibet and the Greater Bay Area, and further improve the long-term transaction mechanism of the power market. We will construct more facilities to receive LNG and store gas, so that the network of main LNG pipeline will basically cover every county. We will better secure the supply of preliminary products and optimize the reserve of crude oil, natural gas, coal and other materials of strategic importance.

Promoting green and low-carbon transition. We will formulate guidance to realize carbon peak and carbon neutrality and an action plan to peak carbon dioxide emission. We will pace up the development of green and low-carbon industries, carry out green manufacturing projects, activate green transition in key sectors and promote the circular development of industrial parks. We will promote and apply highly-efficient energy-conserving technologies and products at a faster pace, strengthen energy conservation in industry, construction, public institutions and other key areas, and improve energy efficiency of data centers, new communication facilities and other information infrastructures. We will develop new energy transport and clean inland shipping, shift the fuel from coal and oil to gas, and build a green and efficient transportation system. We will scale up high-quality green buildings, promote the classification of domestic wastes on all fronts, launch a campaign to build green communities, green schools and environmental education bases, and improve people’s awareness of ecological protection.

Making new progress in the tough battle of pollution prevention and control. We will set up a synergistic mechanism to reduce pollution and carbon emissions, spare no efforts in tackling problems spotted during the ecological and environmental protection inspection by the central government. We will make decisive efforts to manage the water environment, strengthen the comprehensive treatment of pollution in key river basins and of black and malodorous water bodies, promote the campaign to regulate illegal riverside occupation, construction, mining and waste on a regular basis, advance the special campaign against illegal sand washing, and build another 1,500 km urban sewage pipeline network to ensure that results for the national examination over quality of surface water cross-sections are stable and up to standards. We will tackle the critical problems in the comprehensive management of waters adjacent to the Pearl River Estuary, and enhance the protection of “Beautiful Bays”. We will launch an campaign to comprehensively improve air quality, enhance the coordinated management of volatile organic compounds and nitrogen oxides, and abate ozone pollution. We will speed up the construction of domestic waste incineration facilities, strengthen the control of soil pollution sources, enhance the construction and supervision of solid waste treatment facilities, and proceed the building of “Non-waste Cities”.

Strengthening the protection and restoration of the ecosystem. We will complete the national pilot work of delineating “Three Spaces and Three Lines” with high quality, apply differentiated management to “Three Lines and One List”, and coordinate integrated conservation and systematic governance of its mountains, rivers, forests, farmlands, lakes, grasslands and deserts. We will implement the system of river, lake and forest chiefs, build high-quality clear waterways, deepen the Green and Beautiful Guangdong Campaign, comprehensively protect and systematically restore natural forests, set up Nanling National Park and South China National Botanical Garden, and strengthen biodiversity conservation. We will reinforce the ecological preservation and restoration of territorial space, launch whole-area comprehensive land rectification trials, and the protection of marine ecology and wetland. We will set up an over 100-mu mangrove demonstration area to the benefit of coastal ecological diversity protection and disaster prevention and mitigation in Guangdong.

(IX) We will build up Guangdong’s prominence in culture with high standard, fully boost cultural creativity and innovation to better satisfy people’s intellectual and cultural requirements.

Promoting public civilityinto a new level. We will continue the publicity program of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and promote studies on “the Four Histories”. Museums of China’s revolutions, memorial halls and exhibition halls of the CPC history will be well functioning and put to good use. We will promote regular and institutionalized education on ideals and convictions. We will deepen the love for the CPC, the country and socialism, and forge a keen sense of national identity. Guided by the core socialist values, we will implement the Nine Initiatives to Promote Cultural-ethical Standards, scale up the efforts to foster civic virtues and to cultivate a positive and healthy online culture, and to promote cultural and ethical advancement in the new era. We will continue to improve the province’s voluntary service system, and give greater weight to strengthening family ties, values, and traditions. We will improve the aesthetic education for a new era at schools. We will build a society with increasing civility and promote healthy lifestyles.

Advancing the province’s cultural undertakings and its cultural industries. We will speed up the construction of landmark cultural facilities such as the “Three Museums in One” project, the Cantonese Opera Cultural Center and Guangdong Underwater Heritage Protection Center. We will continue the Literature and Art Bellwether Program and the All-media Communication Program. We will facilitate Guangdong TV, Zhu Jiang Film Group and literary and art institutions in their endeavor for higher quality and efficacy. We expect them to deliver quality art productions, to achieve a higher level media integration, to foster a strong mainstream new media cluster, and to build a culture and communication network that better connects the province with the world. We will continue to boost the healthy development of the press, publication, literature, art, philosophy and social sciences. We will carry on the province’s literary and historical studies and compile regional chronicles. We will level up cultural reform and revitalization projects, improve the industrial system and market system of the province’s modern culture industries, strengthen the innovative design and digital publishing sector, and encourage culture enterprises to become leading ones. We will promote the culture-tourism integration and develop integrated tourism. We will develop tours to the revolutionary relics and sites, to rural areas, for culture events and expositions, and to islands. We will release of a list of industrial heritage and launch a selection of tourism routes to industrial sites. We will continue the strive for building the Greater Bay Area a world-class tourist destination.

Preserving and carrying forward our history and culture. We will take the “Two Creative” Program on Lingnan culture to the next level. We will proceed with the systematic planning for protection and preservation of culture and history to inherit the culture and sustain the historical legacy. We will speed up identifying protection scope of various protected objects. We will strengthen the renovation of historical cities, towns and villages, blocks and buildings, set up cultural and ecological protection areas at or above the provincial level, better preserve and use the historical and cultural heritage, including ancient books and documents, intangible cultural heritage, cultural relics related to the overseas Chinese, and the South China Historical Trails. We will work to revitalize traditional festivals and handcrafts. We will better preserve and use revolutionary sites, such as the Research and Study Base of the Education History in South China and the CPC Central Committee Red Postage Route (Guangdong Section). We will construct the Long March National Culture Park (Guangdong Section). We will promote the archaeological undertakings of Lingnan culture, better protect and use “Nanhai One Shipwreck”, and build up archaeological prominence worldwide.

Buidling up Guangdong’s strength isports. We will implement the five-year action plan of shoring up weak links in public sports facilities. We will facilitate both free and low-priced entry to public sports venues. We will continue to build sports parks, fitness trails and other facilities in communities. We will prepare the teams for the Beijing Winter Olympics and the Asian Games Hangzhou. We aim to be a great host of the 3rd Asian Youth Games, the 16th Guangdong Provincial Games and the 9th Guangdong Provincial Games for Persons with Disabilities. We will deepen the integration of sports and education, and improve sports education at schools. We will further develop and expand sports industries in the province and host the Guangdong Sports Expo & the Guangdong-Hong Kong-Macao Sports Expo. We will collaborate with Hong Kong and Macao SARs to advance the preparations for hosting the 15th National Games and the 12th National Games for Persons with Disabilities in 2025.

(X) We will continue to safeguard and improve people’s wellbeing, vigorously develop various social undertakings and strive for common prosperity while pursuing quality development.

Prioritizing employment. We will carry forward the “Nine Employment Enhancement Policies 3.0”, continue the policy of reducing burdens, and stabilizing and expanding employment, and focus on employment assistance to key groups including university graduates, migrant workers, veterans and people lifted out of poverty to achieve the dynamic zero-employment family strategy. We will promote the standardization and brand-building of the “Cantonese Chef”, “Guangdong Technician” and “Nan Yue Housekeeper” projects, cultivate rural craftsmen, push forward the technician education program of “Consolidating the Foundation and Cultivating Talents”, and support policy coordination between technical institutes and vocational colleges. We will boost employment by supporting startups, encourage flexible employment through multiple channels and put in place real-name registration system for all the employed. We will start a new round of campaign to establish a comprehensive pilot zone for harmonious labor relations and improve the long-term payment guarantee mechanism for rural migrant workers.

Raising incomes of urban and rural residents in multiple ways. We will improve the regular growth mechanism for labor remuneration and the income distribution mechanism based on the contribution. We will make the plan to expand the middle-income group, and deepen salary reforms in elementary and middle schools, higher learning institutions, scientific research institutes, and public hospitals. We work to raise the income of such groups as university graduates, technical workers, SME business owners, individually-run business owners, rural migrant workers, and grassroots staff to the middle-income level. We will establish and improve a long-term mechanism to promote the rapid growth of income of rural residents, and help rural people increase income from property by pooling of land as shares and activation of stock assets. We will enhance the precise adjustment role of taxation, social security and transfer payments and regulate the income distribution mechanism. We will vigorously develop public-interest activities and charity.

Promoting high-quality development of education. We will take fostering integrity and promote rounded development of people as the fundamental task of education, and will provide satisfactory education and make quality education accessible to more Guangdong students. We will vigorously develop high-quality basic education, expand and raise the quality of inclusive preschool education, support SOEs, public institutions, higher learning institutions and sub-districts to set up public kindergartens and increase the provision of high-quality public education opportunities. We will further promote the “Double Reduction” policy, raise the quality of both classroom teaching and after-school services, and standardize the development of private compulsory education and off-school training institutions. We will carry out the “Reinforcement and Strengthening of Higher Education” plan and enhance the development of disciplines including new engineering, new medicine, new agriculture, new liberal arts, and new normal education, speed up the cultivation of top-class universities and disciplines, and facilitate talent training for high-end projects and high-level synergic innovation. We will boost the quality of vocational education, as well as the construction of the Guangdong Vocational Education Town and developing undergraduate vocational education colleges as well as a talent training system linking secondary vocational, higher vocational and undergraduate education. We will set up specialized schools, provide better special education, continuing education and senior education and enrich lifelong education resources. We will improve teachers’ work ethics by implementing the “Teachers’ Competency Training Program” and providing paired assistance so as to create a team of high-quality teachers.

Building a healthier Guangdong. We will actively make Guangdong a model province of high-quality development in terms of sanitation and people’s health, accelerate the construction of national, regional and international medical centers together with high-level hospitals, nurture a batch of national-level key clinical specialties, and create several provincial and regional medical centers. We will deepen the comprehensive reform of grassroots medical and healthcare provision, enhance the service capacity of 47 health centers in terms of quality and efficiency, build medical alliances and medical communities and enhance both the quantity and quality of medical staff at the grassroots level. We will continue to deepen the coordinated reform of medical services, health insurance, and the medicine industry, as well as the comprehensive reform of public hospitals, and carry out regular and institutionalized centralized procurement of drugs and consumables so as to alleviate the burden of medication on patients. We will accelerate the construction of provincial public health medical centers, and complete the upgrading of disease prevention and control centers at three levels. We will improve the grassroots TCM service network and work to build a national TCM center so as to create a TCM highland in the Greater Bay Area. Giving full play to the role of the Greater Bay Area Sub-center for Technical Review and Inspection of Drugs and Medical Devices, we will promote the commercialization of innovation advancements and industrial agglomeration. We will improve the prevention and treatment system for chronic, occupational and endemic diseases, provide better service to people with mental health problems and those with rehabilitative needs, the elderly, children and women, and organize the patriotic health campaign to improve citizens’ health.

Improving the multi-tiered social security system. We will fully implement the social insurance program that covers the entire population in Guangdong and work toward unified national management of basic old-age insurance funds for employees, unified provincial-level management of unemployment insurance funds and provincial-level management of basic old-age insurance funds for urban and rural residents. We will carry out the reform of a general support mechanism for covering outpatient medical bills for employees, establish a list-based system for medical insurance treatment, and promote the provincial-level unified management of basic medical insurance funds. We will continue to reform the means of payment for medical insurance, realize inter-provincial on-the-spot settlement of outpatient bills in relation to specific diseases and promote online-offline integrated settlement of both inpatient and outpatient expenses. We will improve the mechanism to identify and adjust social security benefits, develop enterprise annuities and occupational annuities and establish a “Three-Pillar Pension Scheme”. We will formulate comprehensive solution to support the elderly and the young, increase the supply of inclusive elderly care and childcare services, improve home-based and community-based old-age care services, renovate public service facilities in communities for the elderly, improve policies to support families with a third child, make cities more friendly to children, and protect women and children’s legitimate rights. We will improve the social assistance system, and steadily raise the level of subsistence allowances for urban and rural residents, the extremely impoverished and the physically impaired. We will advance the development of basic housing and encourage commercial housing market to better meet the reasonable needs of home buyers.

Strengthening military-civilian cooperation and mutual support. We will support national defense and military development, improve national defense mobilization and education, military-civilian mutual support, special care and civil defense, strengthen border and coastal defense infrastructure, and explore new models of military-civilian scientific and technological innovation. Medical treatment guarantees for military personnel and military-related personnel will be provided and the service and social security system for demobilized military personnel will be upgraded via a three-year campaign for improving capability of service centers (stations). We will improve the working mechanism of “Sunshine Resettlement” and push forward the project of “Relocation in Nan Yue” for employment and entrepreneurship, and the project to train and assign demobilized military personnel as village officers, thus enhancing the quality of re-employment. In the spirit of paying tribute to the martyrs, we will continue to renovate martyrs’ memorial facilities, and create an atmosphere for the whole society to respect the military profession.

Delivering Ten Livelihood Programs of Guangdong. We will do our best within our capacity to earmark provincial fiscal funds of 64.2 billion Yuan to deliver tangible benefits to the people. Firstly, we will provide quality basic education and ensure quality education accessible to all students. Secondly, we will raise the level of living assistance for people in need and enhance the accessibility of services. Thirdly, we will conduct the three projects of “Cantonese Chef”, “Guangdong Technician” and “Nan Yue Housekeeper” to achieve more sufficient employment with better quality. Fourthly, we will strengthen disease prevention and medical insurance and improve the level of sanitation and people’s health. Fifthly, we will improve the living environment in rural areas and build beautiful and livable villages. Sixthly, we will strengthen environmental protection and keep water clear and mountain lush. Seventhly, we will strengthen the protection and inheritance of historical and cultural heritage and enrich cultural and sports activities for the public. Eighthly, we will enhance the monitoring of risks related to food safety, medication safety, transportation safety and natural disasters to ensure a safe living and working environment for the public. Ninthly, we will promote the construction of affordable rental housing and the renovation of old and dilapidated urban communities to secure urban housing. Tenthly, we will continue to build digital government and provide efficient and convenient administrative services.

Fellow deputies! Safety is a prerequisite for development. We need to fully apply a holistic approach to national security by balancing development and security, and maintaining stable and healthy economic environment, prosperous and peaceful social environment, and clean and righteous political environment. Firstly, we must work to ensure routine epidemic prevention and control. Applying the general strategy of “Constant Vigilance against Imported Cases and Domestic Resurgences” and the general principle of “Dynamic Zero-case”, we will strictly fulfill disease prevention responsibilities on every link, play the role of gatekeeper to prevent imported cases, continuously improve the prevention and control mechanism in terms of nucleic acid testing, sentinel warning, quarantine affairs management, community prevention, medical treatment and rescue and regional investigation, carry forward vaccination for our people, and consolidate the hard-won results of epidemic prevention and control. Secondly, we will prevent and defuse major risks in the economic field. The impact of the China-US economic and trade disputes shall be actively responded to by ensuring the safety for industrial chain and supply chain. A long-term mechanism for law-based governance in local finance and risk prevention and control will be established. We will properly handle risks of all kinds and crack down on illegal fundraising in accordance with the laws. Appendix 1

Ten Livelihood Programs of Guangdong Province for 2022

1. Providing quality basic education and ensuring quality education accessible to all students

We will support cities and counties to pool financial resources on providing better basic education.Responsibilities for the running of 16 city public higher vocational colleges and five higher learning institutions jointly administered by competent provincial and city authorities in eastern, western and northern Guangdong will be transferred to competent provincial authorities and sponsored by the provincial fund. These areas will be encouraged to pool financial resources and invest more into basic education. The number of seats of public elementary and secondary schools and kindergartens will be increased. We will build, renovate and expand a number of public elementary and secondary schools and kindergartens, increase the number of seats by around 500,000 for public education, and focus on promoting high-quality public elementary and secondary schools and kindergartens in the Pearl River Delta. Teacher training will be enhanced for higher teaching quality. Schools in the Pearl River Delta and those in eastern, western and northern Guangdong will pair up and exchange 2,700 teachers, principals and teaching research staff for mutual support and learning. We will provide free training for 16,000 backbone teachers and principals at the provincial level, for 34,000 teachers at the city level and for 119,000 teachers at the county level. After-school services for compulsory education will be strengthened. After-school services, provided both on weekdays and at weekends, will cover all the compulsory education schools and all the students in need. We will ensure safe campuses. We will take solid actions to protect the campuses and consolidate the achievements made in implementing safety precautions, concluded as “Four 100%”, for elementary and secondary schools and kindergartens.

2. Raising the level of living assistance for people in need and enhancing the accessibility of services

Subsidy standards will be raised. The per capita compensation for monthly subsistence allowances will be raised from 631 Yuan to 653 Yuan for urban recipients and from 286 Yuan to 300 Yuan for rural recipients. The basic living standard of the extremely impoverished will not be lower than 1.6 times the local minimum living standard. The minimum per capita monthly raising allowance for orphans raised in orphanages will increase from 1,883 Yuan to 1,949 Yuan, and that for those under individual care and de facto orphans from 1,227 Yuan to 1,313 Yuan per person per month. Living allowances for impoverished people with disabilities will be raised from 181 Yuan to 188 Yuan, and nursing subsidies for the severely disabled from 243 Yuan to 252 Yuan per person per month. The scope of assistance will be expanded. Social assistance will covereligible households meeting the standards of receiving subsistence allowance and those whose high fixed expenditures leading to financial difficulties. We will achieve full coverage of social services that ensure basic living standards in the “Double Hundred Projects”. We will strive to guarantee 100% coverage of social service stations in all the towns and sub-districts in Guangdong and 100% coverage of all the disadvantaged and special groups. We will recruit social workers to station in villages and neighborhoods and provide professional services such as policy implementation and aid management. Convenient and efficient legal aid will be provided to those in difficulties. We will promote citywide handling of legal aid applications, and the handling amount of matters related to legal aid will be no less than 60,000 in less-developed regions.

3. Conducting the three projects of Cantonese Chef, Guangdong Technician and Nan Yue Housekeeperto achieve more sufficient employment with better quality

We will provide skill training through the three projects.We will train 38,000 people in “Cantonese Chef”, train 400,000 people in subsidized vocational training, enroll 198,000 students into technical schools, and train more than 160,000 people in “Nan Yue Housekeeper”. Projects will be carried out to improve workers’ occupational skills in new industries. With workers in new industries as the key, we will collaborate with the Ministry of Human Resources and Social Security to provide large-scale and multi-level occupational skill training in various forms. We will enforce a hierarchy system for evaluating vocational skills and comprehensively sharpen new industry workers’ skills, thereby promoting synchronous upgrading of labor resources and industries. We will create more jobs and provide stronger support to boost employment. In 2022, another 1.1 million jobs will be created and over 400,000 urban unemployed people will be reemployed in urban areas. More than 80,000 people facing difficulties in landing a job will receive assistance.

4. Strengthening disease prevention and medical insurance and improving the level of sanitation and health

Free HPV vaccination campaign will be launched. Free HPV vaccination will be available in more than 90% of counties and districts for under-14-year-old girls who are newly enrolled into grade one of junior high school and have not yet been vaccinated, so as to effectively prevent cervical cancer.Mutual-aid mechanism will be enforced in medical insurance for outpatients. Bills of general outpatients will be covered by the medical insurance, which will include all employees insured under the basic medical insurance system. Part of outpatient bills for diseases with long treatment periods, serious health damage, and high cost will be incorporated into mutual-aid mechanism. We will expand the use of funds in personal account and improve the outpatient treatment for those covered by the medical insurance. A stronger health talent pool will be built for rural areas. As a special action, we will admit more than 2,000 students whose households are registered in eastern, western or northern Guangdong and educate them for undergraduate or associate degrees in medicine science. Their tuition, accommodation and living expenses in school will be subsidized.

5.Improving the living environment in rural areas and building beautiful and livable villages

Firm actions will be taken to renovate rural roads. Main road surfaces will be hardened in natural villages listed in the Guangdong rural revitalization program, excluding villages that are to be relocated, revoked or merged with other villages, those planned as part of communities and urban areas, unoccupied ones, as well as scattered households far from villages. Open fairs will be transformed for beautiful market towns. We will complete the upgrading and transformation of 550 open fairs, so that all market towns will reach habitable standards. A batch of demonstration market towns will also be established. Domestic sewage and polluted and malodorous water bodies will be treated in rural areas. We will take firm actions to treat rural domestic sewage, and complete domestic sewage treatment in another 1,000 natural villages at least. The rural sewage treatment rate in Guangdong will surpass 50%. We will complete treating another 30 large black and malodorous water bodies in rural areas. Risks of building houses on cut slopes in rural areas will be addressed. Another 28,829 rural households on risky cut slopes will be cleared, adding the total number to 66,391. Voluntary services will be provided for rural revitalization. We will recruit and assign 4,000 young volunteers to underdeveloped areas to provide rural revitalization services for 2-3 years.

6. Strengthening environmental protection and keeping water clear and mountain lush

The project of creating clear waterway will be promoted. We will expedite the treatment of waters and rivers in different places, make up for the shortcomings in water security and water environment, protect rivers and restore the ecological system. High-quality forests for water resource conservation will be cultivated. We will afforest suitable barren hills and transform sparse and residual forests, disaster-damaged forests, and low-efficiency forests in key water source areas, with 1.01 million mu of high-quality forests at water sources cultivated.Mines and quarries will be restored and re-greened. We will restore and re-green more than 3,000 mu of mines and quarries and improve the ecological environment of mines so as to enhance people’s sense of gain, happiness and security with their aspiration for a better environment. Special activities will be launched to enrich enterprises’ awareness in laws and regulations and knowledge in techniques. We will organize at least ten lectures on environmental protection, provide consultation services to more than 1,000 companies on environmental protection policies and regulations and offer one-on-one technical services to key companies. In addition, more than 10,000 themed technical booklets will be distributed, and ten provincial-level environmental education demonstration bases will be built.

7. Strengthening the protection and inheritance of historical and cultural heritage and enriching cultural and sports activities for the public

Inheritance of excellent culture will be promoted. We will expand the list of provincial-level representative projects of intangible cultural heritage by 100 and launch programs to protect, inherit and promote 30 of such projects in the list.Revolutionary resources will be made good use of. We will protect and activate 80 revolutionary sites. The protection and inheritance of historical and cultural heritage will be promoted. We will support the restoration of historical buildings and immovable cultural relics, determine a new batch of provincial-level cultural relics protection units, and standardize signs for historical and cultural blocks. Ancient and valuable tree resources will be further protected. We will conduct a supplementary survey of ancient and valuable tree resources in Guangdong, establish a quantitative indicator system for the health diagnosis and monitoring of ancient and valuable trees, and focus on video monitoring and protection of 828 first-class ancient and valuable trees in Guangdong. The accessibility of sports facilities will be enhanced. We will increase the number of public sports venues in Guangdong open to the public for free or charging low fees. The benefit of branded mass cultural activities will be boosted. We will launch 50 sessions of live-streaming and recorded broadcast of branded mass cultural activities on the cloud and enrich online resources of public cultural services. Tour exhibitions of Guangdong mobile museum will be carried out. We will hold 200 rounds of outstanding exhibitions in museums in counties (county-level cities and districts) and grassroots communities across the province, so that people at grassroots level and in remote areas can enjoy exhibitions of different types, forms and contents.

8. Enhancing the monitoring of risks related to food safety, medication safety, transportation safety and natural disasters to ensure a safe living and working environment for the public

Supervision over food and drug safety will be consolidated.We will complete sampling inspection of no less than 650,000 batches of foods, reaching five batches per 1,000 people per year and 100% disposal of disqualified foods. We will carry out rapid inspections of edible agricultural products, mainly vegetables, aquatic products and meat, in no less than 2,000 open fairs across the province, and complete rapid inspections of no less than eight million batches of edible agricultural products throughout the year. At least 15,000 batches of drugs will be sampled and inspected. The sampling inspection will cover 100% of products produced in Guangdong that win the bidding in national centralized procurement. Road safety infrastructure will be strengthened. We will install 72 electronic snapshot monitoring devices for 228 lanes to catch over loaded vehicles, and construct 116 stations for overloaded vehicles to load off. A general investigation of natural disaster risks will be conducted. To provide scientific evidence for preventing natural disasters, we will acquire information on disaster-bearing capabilities of more than 24 million buildings, 53,774 public service facilities, 8,676 key enterprises, 240,000 km of roads, 15,000 bridges, 50,000 km of water supply pipelines, 700 major ports and regionally-important ports, 17,300 water conservancy projects, and 1,400 km of inland waterways at and above Grade III. Small-scale dangerous and problematic reservoirs will be reinforced to eliminate risks. We will reinforce 400 small-scale dangerous and problematic reservoirs to eliminate risks, and restore water storage capacity to 360 million m3and the irrigation area to 1.348 million mu, thus protecting 3.037 million of people.

9. Promoting the construction of affordable rental housing and the renovation of old and dilapidated urban communities to secure urban housing

Affordable rental housing will be further promoted. Efforts will be made to address housing difficulties for new citizens and young people with no house under their names, especially those engaged in basic public services. Funds will be collected to construct no less than 250,000 sets (rooms) of affordable rental housing. Old and dilapidated urban communities will be renovated. We will start to renovate more than 1,000 old and dilapidated urban communities, focusing on the transformation of supportive infrastructure, public service facilities, and public space in buildings in such communities. Comprehensive investigation and corresponding measures will be taken to ensure urban gas safety. We will conduct comprehensive investigation on gas-related enterprises, gas infrastructure, and gas safety operation. Filing of such issues will be achieved in all cities and counties, and corresponding measures will be formulated.

10.Building digital government and providing efficient and convenient administrative services

The processing scope of cross-provincial affairs will be expanded.We will achieve cross-provincial and intra-provincial handling of 100 frequently applied services including medical service, education, old-age care and household registration. We will promote cross-border handling of 50 frequent administrative services in both Hong Kong and Macao SARs. One-platform and once-for-all handling will be promoted for frequently applied services. We will promote integrated services for 1,000 affairs within the province at different levels and work to achieve one-platform and once-for-all handling of 50 frequently applied services in education, civil affairs and corporate services. Better grassroots service facilities will be built. We will deploy over 20,000 sets of Yue Zhi Zhu, a smart terminal providing integrated government services, to cover all administrative villages in Guangdong so that people can access public services without leaving their villages. Online service platform of digital government and administrative halls at the city and county levels will become more friendly to the elderly and the physically impaired.

9. “Two Platforms” for administrative law enforcement: Information Platform of Administrative Law Enforcement and Online Platform for Supervision on Administrative Law Enforcement of Guangdong. 

10. “Five Projects” to make Guangdong a pool attracting talents: project to train talents of strategic importance, project to create favorable environment for talents, project to attract higher quality talents from outside Guangdong, project to reform the system of the work on talents, and project to foster a talent friendly social atmosphere.

11. “851 Blueprint of High-quality Development in Water Conservancy”: “8” refers to eight major projects of the optimal allocation of water resources, the improvement of flood control capabilities, the clear waterways, the ecological protection and restoration of rivers and lakes, the rural water conservancy protection, the smart water conservancy, the hydrological modernization, and the improvement of water conservancy governance capabilities; “5” refers to building a major water resource allocation network comprising five vertical and five horizontal lines, a network of flood prevention and control, a network of clear waterways, a network of high-quality and inclusive rural water conservancy, and a network of collaborative and efficient smart water conservancy; “1” refers to enabling Guangdong to enter the first tier in China regarding the modernization of water conservancy.

12.“Five Beautification” Campaign: promoting the development of a beautiful homeland, farm fields, rivers and lakes, industrial parks and corridors.

13. Supply of “Standard Land”: with industry-specific controlling indicators such as fixed asset investment intensity, floor area ratio, tax income per mu,contribution to employment and R&D input intensity are set as land supply conditions, state-owned industrial land within the same area is provided and regulated according to unified standards.

14.Supply of “Land with Projects”: for land to attract industrial projects, the departments of business attraction and the industrial development shall deliberate on and identify entry conditions, regulatory requirements etc., which shall be included in the land supply plan formulated by the natural resources departments at city or county level, and the land shall be open for bidding, auction and listing.

15. Transfer of “Cleared Land”: the land to be transferred should have no other property rights other than the land ownership; it shall have fulfilled the compensation for relocation without legal and economic disputes; its location, function, floor area ratio and other planning conditions shall be clarified and basic conditions for project commencement shall be in place.

16. “Actions forthe Two Categories of One Hundred Enterprises” and the “Demonstration Actions of Reforming Scientific and Technological Enterprises” for SOEs: the Steering Group of State-owned Enterprises Reform under the State Council selected one hundred subsidiaries of central SOEs and another one hundred local SOEs to conduct comprehensive reforms that aim at creating a batch of leaders for SOE reform, and selected a number of scientific and technological subsidiaries of central and local SOEs to create reform models and pioneers for indigenous innovation.

17. “Nine Initiatives to Promote Cultural-ethical Standards”: initiative to upgrade voluntary service to promote civility in rural areas; initiative to regulate open fairs; initiative to promote quality taxi service; initiative to advocate honest catering business; initiative to call for clean cyber space; initiative to improve public cultural service at primary level; initiative to carry forward family values and traditions; initiative to improve the environment along highways; and initiative to build villages and towns of high civility.
